GENERAL DESCRIPTION:

The Durham County Department of Public Health's primary goal is to promote preventive health services to the citizens of Durham County and protect the public's health. The Department provides health services that detect and prevent disease, help with health problems, and promote healthy lifestyles among all citizens.

The Family Planning Clinic is a component of the Women's Health Program in the Community Health Division. The clinic provides comprehensive services relating to methods of birth control with the purpose of preventing unwanted pregnancies and reducing infant mortality. The primary purpose of this position is to function as a nurse practitioner in providing health care related to contraceptive services and women's health. The person in this position is the primary liaison with the medical director.

This employee reports to the Family Planning Clinic supervisor.

DUTIES AND RESPONSIBILITIES:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • This provider will be responsible for Family Planning direct patient care, specialized clinical practice including LARC insertions and removals, coordination, consultation and supervision including but not limited to precepting for nurse practitioner students.

  • Participate in emergency relief activities as needed and any additional duties assigned by supervisor or management.

  • Collaborating and participating with supervisors, managers and others to discuss policies and procedures, program planning, and annual policy review and revision as requested.

  • Perform related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to examine patients and detect abnormalities;

  • Ability to record accurately and completely all information necessary to evaluate and plan care and to convey this to the physician;

  • Ability to communicate orally;

  • Ability to teach and counsel individuals, families and groups in areas of health maintenance, preventive medicine, and care of the sick;

  • Ability to establish and maintain effective working relationships with staff and to gain the confidence of patients and families and work effectively with them;

  • Some ability to plan and conduct in-service training programs.

  • Work requires judgment in the application of accepted patient care protocols and medical guidelines in the area of assignment to determine the appropriate course of action referring to guidance from ACOG, Center for Disease Control, and NC Public Health guidance for program planning, treatments and outcomes.

  • The Advanced Practice Provider must be able to perform physical examinations, prescribe birth control methods and insert IUD's and Implants.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Licensed as a Physician Assistant by the North Carolina Medical Board or approved to practice as a Nurse Practitioner or Certified Nurse Midwife by the North Carolina Board of Nursing and the North Carolina Medical Board and one year of experience as an APP.

PREFFERED QUALIFICATIONS:

  • Nurse Midwife must be licensed to practice as a registered nurse in North Carolina and must be certified to practice medical acts by the Midwifery Joint Committee of the North Carolina Board of Nursing and North Carolina Medical Board.

  • Prefer candidate with knowledge of Women's Health and Public Health.

  • Prefer Bilingual Candidate (English and Spanish)

SPECIAL NOTE:

  • Emergency Preparedness Requirement

  • Primary work hours are between the hours of 8:30 AM and 5:00 PM. Employee is subject to be called upon at any time to help the agency respond to a public health emergency, which may include but is not limited to outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response as requested by the Health Director.

  • Hepatitis B vaccination/immunity - only required for DCoDPH employees with potential Bloodborne Pathogen (BBP) exposures.

Identified DCoDPH HCP with potential Bloodborne Pathogen (BBP) exposure have an additional requirement for the Hepatitis B vaccination. Required vaccination, serological testing to determine immunity, and baseline tuberculosis screening are available for all Public Health employees who elect to become DCoDPH patients upon request and at no cost.

Proof of vaccination and tuberculosis screening must be provided to Human Resources within seven (7) business days prior to the date of employment.
