Northrop Grumman Aerospace Systems is searching for a dynamic individual to serve as a Test Systems Project Manager Electronics Engineering 3 in support of the Advanced Mission Programs work package program to develop Payload Test Products in Redondo Beach or Manhattan Beach, CA.
Roles and responsibilities:
Lead the development and maintenance of Spacecraft Bus Test Sets (aka EGSE) and Spacecraft Payload Test Sets for multiple Spacecraft.
Define and manage engineering tasks across a team of 40 employees
Present technical status and go-forward plans to internal stakeholders and external customers
Manage cost and schedule and report out to program management
Respond to requests for formal and informal cost estimates including ROMs, CROMs, NTEs, BPEs, CCFs and proposals
Collaborate with functional homeroom management for process implementation and staffing
Provide performance feedback to direct reports
Strong technical leadership skills to achieve sustainable top performance.
He/ she will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external customers and stakeholders.
Demonstrated abilities to build diverse and inclusive teams with high levels of engagement, including mentoring and coaching, are a must.
This candidate will demonstrate a broad skill set that is balanced across interpersonal, business, and technical capabilities.

Bachelor of Science Degree in a Science, Technology, Engineering, or Math discipline
Minimum of 7 years of Engineering experience
Experience in development of custom test set hardware
Experience leading teams in the development of custom test set hardware
Experience briefing to senior management and customers
Active SCI clearance
Master's Degree in Electrical or Computer Engineering
Demonstrated ability to develop custom test sets for restricted applications
Experience with RF and Digital test set design, RF and Digital measurement theory, requirements development, and computer system security and engineering
Superior analytic and problem-solving skills, the ability to gain internal support, and ability to establish solid and positive working relationships across internal and external organizational boundaries
