Summary

The incumbent serves as an Advanced Medical Support Assistant in the Patient Aligned Care Team (PACT) at the Charleston Community Based Outpatient Clinic (CBOC) in Charleston, WV. The incumbent's work impacts the administrative aspect of patient care.
Responsibilities

Advanced MSA duties include but are not limited to the following:

Working collaboratively in an interdisciplinary coordinated care delivery model (i.e. PACT) and performs receptionist duties, customer service and other duties assigned for the proper and timely treatment of patients and maintains appointment schedules for one or more outpatient clinics.

Registering new patients for Enrollment into the VA Health Care system, completing Means Tests, initial eligibility determinations.

Knowing Beneficiary Travel eligibility and completing of Travel Vouchers and waivers.

Knowing Release of Information protocols and knowledge of Medical Records distribution and HIPPA regulations.

Scheduling of Primary Care and Specialty appointments.

Screening/receiving phone calls in a courteous and timely manner.

Able to independently manage position responsibilities with little supervision as well as set priorities and deadlines adjusting the flow and sequencing of the work to meet team and patient needs.

Run daily review of active/pending consults, Electronic Wait List, Recall list, Return to Clinic Orders, Insurance Buffer Scanning, and Audio Care/VEText communications for accuracy and disposition.

Must be able to interpret complex body of pertinent laws, regulations, directives, and policies that relate to the administration of VA Healthcare Benefits.

Must be able to explain complex regulations and eligibility criteria concerning veterans ' entitlements and VA benefits, priorities for care, access to care and advanced clinic access.

Additional duties or tasks may be assigned by the supervisor to ensure efficient daily operations.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

Grade Determinations: GS-6:

One year of experience equivalent to the next lower grade level (GS-5).

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:

1.Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.

2.Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.

3.Advanced knowledge of the technical health care process as it relates to access to care.

4.Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

5.Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.

6.Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
