Class Summary

Adult basketball and softball leagues at the Casper Recreation Center

Several positions available

Certification can be earned via an open book test offered by the Recreation Center.

Hours for this position are based on need for scheduled games.

Rate of pay is per game.

Non-Certified:$20.00

Certified:$30.00

Incumbents are responsible for officiating sporting events, games, and/or competitions in an assigned adult sport.

REPORTING STRUCTURE:

Receives direction from assigned supervisor or higher-level management staff.

Typical Class Essential Duties

1.Officiates adult sporting events, games, and/or competitions by enforcing the rules of the game and assessing penalties when necessary.

2.Inspects sporting equipment and/or examines participants in order to ensure compliance with event and safety regulations.

3.Monitors the behavior, play, and actions of players before, during, and after the game to maintain safety, sportsmanship, and general protocol.

4.Keeps track of event times, starting or stopping play when necessary.

5.Operates scoring devices; reviews and validates score sheets.

6.Settles claims of infractions or complaints by participants.

7.May assist with the set-up and break-down of athletic events and games.

8.Provides general customer service and communicates with the public regarding fees, policies, rules, and general information about the facility or event.

9.Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

Training, Experience & Certifications

EDUCATION and EXPERIENCE:

  • Must be at least 18 years of age.

  • Minimum of six months experience in officiating assigned adult sport is preferred.

LICENSING and CERTIFICATIONS:

  • Possession of, or ability to obtain, Cardiopulmonary Resuscitation (CPR) and First Aid certifications within six (6) months of hire.

  • Possession of a valid Wyoming driver's license preferred.

  • Possession of, or ability to obtain (prior to officiating any games), sport specific certification(s):

o Registration through the Wyoming High School Activities Association (WHSAA) in volleyball and/or basketball.

o A National Federation of State High School Associations (NFHS) certification.

o Registration through USA Softball as an umpire.

o A USA Hockey Officiating Card and Sweater Crest.

Certification requirements for sports officials do not apply to recreational sports programs that do not have official certification programs.

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test. Applicants who have failed a pre-employment screen or have been terminated from the City of Casper are ineligible for employment consideration for 12 months. You will become eligible for consideration 12 months from the date of your incident (pre-employment screen or termination).

As a condition of employment, the successful candidate must utilize direct deposit for payroll purposes.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

Physical and Environmental Conditions:

City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:

  • Emergency response/rescue

  • Handling or working with hazardous materials, including chemicals as well as solid and liquid waste

  • Operating or maintaining water and wastewater systems

  • Writing or modifying code, maintaining or modifying City data systems including work on networks, servers, and communication systems

  • CDL operations and driving

  • Operating power-driven machinery or equipment

  • Creating or modifying health, financial, security and or risk documents or assessments

  • Working with or directing minors

Positions in this class typically require stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions. Jogging, running, or ice skating may be required depending on the sport being officiated.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Incumbents may officiate in an environment that has inadequate lighting, intense noise, extreme temperatures, contact injury, and exposure to dust or chemicals depending on the nature of the sport being officiated. Employees may also be subject to environmental hazards such as disruptive or angry people or responding to stressful conditions, including providing first aid.

MINOR LABOR RESTRICTIONS

15 Years

  • Maximum hours of work on a school day: 3 hours

  • Maximum hours of work during a school week: 18 hours

  • Maximum hours of work on a non-school day: 8 hours

  • Maximum hours of work during a non-school week: 40 hours

  • Work hours: 7:00am to 7:00pm

  • Extended to 9:00pm from June 1st through Labor Day

  • NO operating power-driven equipment at all, on public roads or on City grounds

  • Includes all power-driven tools such as trimmers, weed eaters, leaf blowers, etc.

  • Includes all cars, trucks, ATVs, golf carts, riding mowers, etc.

  • Cannot drive any vehicle (including personal) for work purposes - i.e. errands or changing work locations

  • Cannot utilize any type of oven to reheat or cook food

  • Cannot function as a slide monitor at the top of elevated water slides

16 Years

  • Maximum hours of work on a school day and non-school day: 8 hours

  • Maximum hours of work during a school week and non-school week: 40 hours

  • Work hours: 5:00am to 10:00pm on a school night

  • Extended to 12:00am on non-school nights

  • NO driving on public roadways, even with a valid driver's license

  • Cannot drive any vehicle (including personal) for work purposes - i.e. errands or changing work locations

  • May operate ATVs, golf carts, riding mowers, etc. on City grounds ONLY (may not go on public roadways)

  • Must meet WARM driving criteria in order to operate ATVs, golf carts, riding mowers, etc. on City grounds

  • May operate weed eaters, leaf blowers, and the like, but no other power-driven equipment or tools

17 Years

  • Maximum hours of work on a school day and non-school day: 8 hours

  • Maximum hours of work during a school week and non-school week: 40 hours

  • Work hours: 5:00am to 10:00pm on a school night

  • Extended to 12:00am on non-school nights

  • May operate weed eaters, leaf blowers, and the like, but no other power-driven equipment or tools

  • May operate ATVs, golf carts, riding mowers, etc. on City grounds ONLY (may not go on public roadways)

  • Must meet WARM driving criteria in order to operate ATVs, golf carts, riding mowers, etc. on City grounds

  • Eligible to drive vehicles (cars or light-duty trucks) on public roadways with the following restrictions:

  • Driving is limited to daylight hours

  • Cannot have more than three (3) passengers

  • Cannot drive more than 33% of the scheduled workday or 20% of the scheduled workweek

  • Cannot operate a vehicle over 6,000 pounds

  • Cannot tow vehicles OR trailers

  • Must meet strict driving eligibility criteria in order to drive on public roadways:

  • Must have a valid Wyoming Drivers License

  • Cannot have ANY prior moving violations

  • Must have taken AND passed a driver's education course
