The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a part-time Grant Monitor in Richmond, Virginia for advancing Virginia's criminal justice system to assist with DCJS's initiatives and programs related to local probation and pretrial services. This position will support grantees and the grant coordinators that oversee the Adult Justice Programs Comprehensive Community Corrections Act (CCCA) and Pretrial Services Act (PSA) grants. What you will do:

This position will be responsible for grant monitoring, evaluating, and supporting CCCA/PSA grants. The successful candidate will work with a team to provide technical assistance and training to grantees, support program implementation and development, promote consistency between programs, and ensure grantee compliance with grant requirements. This position will work closely with the Grant Coordinators to assist in the development of compliance monitoring expectations, resources, technical assistance, and training. The successful candidate will monitor grants to ensure they meet the compliance expectations. Specifically, grant monitors ensure that organizations meet programmatic goals, comply with grant conditions and Code of Virginia, and adhere to approved budgets.

Additional responsibilities include:

  • Ensure grantees are in compliance with special conditions, and with terms and conditions of grants pertaining to status and expenditure reporting.

  • Assist in the revision and distribution of grant guidelines, quarterly reports and instructions, and other documents related to the grant.

  • Review and approve grant applications, quarterly reports, and contract amendments.

  • Monitor compliance with local program policies and practices.

  • Identify discrepancies in compliance with grant requirements and work with internal team to address with grantees.

  • Conduct compliance monitoring events, such as desk audits and site visits.

  • Utilize a grants management system to document all applicable grant information and communication.

  • Provide technical assistance to grantees, including the use of the grants management system.

Minimum Qualifications

What the ideal candidate must possess:

  • Experience in the criminal justice or human services fields.

  • Experience ensuring compliance with policies and procedures, performance measures and/or financial reporting requirements, or comparable experience.

  • Knowledge of grants, to include grant application review, grant monitoring, reporting activities, or comparable experience.

  • Demonstrated ability to provide sound technical and programmatic assistance.

  • Documented experience working collaboratively as part of a team, committee, board, or workgroup.

  • Proficiency with Microsoft Office Suite, Internet, and email software.

  • Demonstrated ability to problem-solve and develop creative solutions to unique situations.

  • Possess strong work ethic and exceptional customer service skills.

  • Ability to exercise discretion and maintain confidentiality.

  • Ability to think strategically and cross culturally, and independently implement new initiatives and projects.

  • Ability to articulate, both orally and in written form, clear and concise program objectives and goals and summarize achievements of programs in reports and other documents as requested.

  • Documented experience working as an active, contributing team member, as well as an independent and self-motivated employee.

  • Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.

Additional Considerations

  • Documented experience administering state or federal grant programs (as a grant recipient or grantor).

  • Professional experience in the fields of local probation and/or pretrial services.

  • Knowledge of best practices related to local probation and/or pretrial services.

  • Demonstrated ability to interpret code, minimum standards, policies, or procedures specifically related to grant requirements and program operations and activities.

Special Instructions

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. The anticipated starting salary range is $32.55-$34.20 per hour, up to 29 hours per week (1500 hours per wage year).
