Main Purpose of Job

With nearly 9,000 employees, and a budget of close to $1.4 billion, the Department of Public Safety and Correctional Services is one of the largest Sate agencies in Maryland. The Department's functions include the operation of three correctional divisions that total 17 facilities and 41 Parole and Probation supervision offices. The main purpose of this position is to support the Secretary by serving as the Deputy Director of the Office of Equal Opportunity, responsible for directing, planning, developing, implementing, monitoring, and evaluation of the Department's Civil Rights Program while monitoring the activities of the nearly 9,000 employees as required by Federal and State laws. There is an emphasis on three separate and distinct Civil Rights area within the Office of Equal Opportunity: 1) Equal Employment Opportunity-Title VII/Affirmative Action programs; 2) Title VI and Limited English Proficiency and 3) Americans with Disabilities Act/Reasonable Accommodations

POSITION DUTIES

Equal Employment Opportunity (EEO)/Title VII and Affirmative Action (AA):

  • Assists the Director in overall development, implementation, monitoring, evaluation, and compliance of the EEO and AA programs.

  • Assists the Director and the Department's Fair Practices Officer, as required by Law, Represents the Department in all matters involving EEO and/or AA Programs.

  • Assists the Director in supervision of staff responsible for overseeing investigations assigned to any of the 17 Equal Opportunity Designees located across the State.

  • Assists the Director allegations of discrimination, sexual harassment and bullying filed against the Executive Staff or other high ranking Department Officials or other highly sensitive issues.

  • Assists the Director in the implementation and management of an Equal Employment Opportunity Program which provides for investigation and resolutions for alleged acts of job discrimination and sexual harassment.

  • Assists the Director in the development of training programs in the areas of EEO discrimination, sexual harassment ADA and Bullying based on a protected status.

Title VI (Non Discrimination in Federally-Assisted Programs):

  • Directs staff in the implementation and monitoring of the Department's Title VI Program, by establishing procedures for identifying and addressing Title VI issues.

  • Assists in the development of Title VI information for dissemination to the general public in languages other than English and provide an interpreter when necessary.

  • Develops, implements and monitors procedures for collection of statistical data (race, color, sex, and national origin) of participates and beneficiaries of DPSCS programs.

  • Develops and implements procedures for timely processing, disposition and resolution of Title VI Complaints filed by Maryland citizens, affected by DPSCS activities.

  • Prepares and submits (and/or delegates the duty) of completion of the biennial report to the Department of Justice, a Title VI EEO Plan outlining the grants received by the Department, workforce utilization analysis, objectives and goals to promote Title VI within the Department.

American's with Disabilities Act (ADA):

  • Serves as the Department's ADA Monitoring Administrator as required by Law.

  • Directs staff in the implementation and monitoring of the Department's ADA Program by establishing procedures for identifying and addressing ADA issues.

  • Develop, implement and monitor procedures for collection of statistical data (reasonable accommodations) of employees and applicants.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1.Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2.Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Professional experience implementing an ADA program in tandem with a Title VI Non-Discrimination program.

Professional experience in large scale organizational policy implementation at an Assistant or Associate Director level.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

VIEW JOBS 11/27/2020 12:00:00 AM 2021-02-25T00:00 Insignia Technology Services, a 9th Way Solutions company, has a contingent opening for a Systems Administrator to join our team supporting the Department of Veterans Affairs.  You’ll analyze problem areas and opportunities for improvement in this mission critical network.  This position is located onsite at the Veterans' Administration facilities including Medical Centers with daytime hours and potential for weekend hours.  The pay for this position is $43,900 and includes benefits, paid vacation/holidays, 401k with company match and more.  This is a full-time (40 hours per week), W2 position that is expected to last through September 2021. <ul> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Performs installation, configuration, maintenance, testing, and troubleshooting tasks in support of IT customers.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Diagnose and resolve customer related hardware/software issues utilizing the Service Now tool.   Track and document all system changes, problems, issues, and work tasks within Service Now.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Provisioning of newly procured endpoints to include desktops, laptops, printers, and mobile devices.
