JOB SUMMARY

Develops and manages project controls system database for tracking of all State and Local regulatory agencies requirements for maintenance of plant, cost information required to establish the Comprehensive Maintenance Plan (CMP) and requisite maintenance related information to be reported to the State of Maryland. Manages daily operations of Work Management Office to include but not limited to overseeing the Computerized Maintenance Management System (CMMS), creating required reports associated with maintenance of plant, preparing documentation related to the CMP. This position drives department planning in an effort to minimize maintenance costs by maximizing workforce capabilities through a cost-effective work management process and is considered essential personnel.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Oversees the implementation and management of the CMMS; defining system parameters, administering user access controls, develop a user training program, and ensuring database integrity to align reporting and key performance metrics for departments across the Facilities Division.

  • Establish, implement, and direct the annual corrective and preventive maintenance program, budgets, and schedules.

  • Lead the development and delivery of training on the CMMS and related technologies across the facilities Division. This includes development of training programs and materials including classroom instructor-led training, training guides and videos, informal training, and personally provided training and support to in-person and remote audiences.

  • Manage the Operations and Maintenance (O&M) modules of the CMMS. This includes monitoring quality control of data entered into the system to ensure accuracy and integrity.

  • Prepares and reviews CMMS and other related reports for/with the Facilities Division management team. utilizing Key Performance Indicators (KPI) identifying areas of strength and areas requiring improvements necessary to meet strategic plans.

  • Responsible for the development of the Comprehensive Maintenance Plan and administration of the Maryland Maintenance Assessment and State Facilities Assessment annual programs.

  • Establishes reporting systems utilizing KPI to monitor shop production, open/active work orders, new workorder status, etc.

  • Institutes procedures to define workflow processes and standard operating procedures to maximize efficiency related to preventive and corrective maintenance initiatives.

  • Prepares necessary documentation from the CMMS for submission to requesting State and Local regulatory agencies as required.

  • Performs other related duties as assigned within the same classification or lower.

MINIMUM QUALIFICATIONS

Education

  • Bachelor's Degree in architecture, engineering, plant or facility management, information systems technology, business administration, public administration, or related field of education from a regionally accredited college or university required;

  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience

  • Three (3) years progressively responsible experience in facilities management, construction, project management, or business management required.

  • Experience working at an educational institution or other multi-site organization preferred;

  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge, Skills, Abilities and Other Characteristics

  • Working knowledge of CCMS programs and skilled in training facilities technologies such as CMMS, IWMS, or FAFM

  • Demonstrated ability to read and interpret architectural/mechanical drawings and construction specifications.

  • Demonstrated ability to develop & implement innovative solutions to complex problems

  • Ability to make independent judgments and decisions within established parameters.

  • Strong interpersonal skills; excellent verbal and written communication skills.

  • Familiar with procedures and regulations regarding hazardous materials.

  • Demonstrated ability to effectively work and communicate with diverse populations.

  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Teams, Excel, Outlook, Access, and/or PowerPoint preferred).

Licenses and Certifications

Employee must retain active licenses, certifications, and enrollment as a condition of employment.

  • Within 180 days, obtain Facility Management Professional (FMP) Credential issued by International Facility Management Association (IFMA) required; and

  • Hold or be eligible for Project Management Professional (PMP) Certification issued by Project Management Institute (PMI) preferred.

  • Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and

  • Proof of a good driving record required.

  • Daily access to reliable transportation.

  • Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
