The selectee for this position will serve as a ADMINISTRATIVE WORK IN THE EQUIPMENT AND FACILITIES AND SERVICES for the DEPARTMENT OF THE NAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. As such, Notices of Results (NORs) may or may not be sent to applicants who apply to this announcement. Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations.

Responsibilities

Duties and responsibilities vary and increase according to grade level.

Positions may require a Financial Management Level I, II, or III certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The certification level must be achieved within prescribed timelines. Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Travel Required

Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Positions may be in any DAWIA Career Field at Level I, II, or III. If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

Certain positions may be designated as Critical Acquisition Positions (CAPs). Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. The selectee will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. FOR THE GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education OR you have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in coordinating work orders for maintenance requirements for the repair, maintenance, or modification of equipment, facilities, or services OR you have a combination of education and experience that equates to one year of experience.

FOR THE GS-09: Your resume must also demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree OR you have obtained an LL.B. or J.D. that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector drafting or modifying instructions or procedures for the repair, maintenance, or modification of equipment, facilities, or services OR you have a combination of education and experience that equates to one year of experience.

FOR THE GS-11: Your resume must also demonstrate that you have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR you have successfully completed an LL.M. degree that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector planning or scheduling the repair, maintenance, or modification of equipment, facilities, or services OR you have a combination of education and experience that equates to one year of experience.

FOR THE GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and identifying equipment, facility, or service deficiencies to provide problem resolution for the repair, maintenance, or modification of equipment, facilities, or services.

FOR THE GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector directing or managing the development of new procedures, or processes to increase the effectiveness of programs supporting the repair, maintenance, or modification of equipment, facilities, or services.

DESCRIPTION Under direct supervision, develop departmental program and processes for logistics—moving materials, people and animals between needed locations (over 30 locations); develop departmental program and processes for logistics; evaluate and assess departmental program and adjust processes as needed to provide effective equipment maintenance and repair—includes interface with University department of Facilities Management. Incumbent will evaluate and assess departmental program and adjust processes as needed to maintain effective departmental logistical support; lead in oversight of team which provides logistical support, equipment maintenance and repair, and facility maintenance and repair to department; manage and oversee Logistics, Equipment and Maintenance operations of multiple facilities, provide operational support within operations center while using all systems to maintain departmental communications; provide analysis of services including financial analysis to operate within budget. In conjunction with various units, develop business plans for new and existing programs. Incumbent will perform variety of skilled tasks in maintenance, alteration and repair of vivarium related facilities, vehicles, and equipment. Maintain and repair mechanical and electrical equipment and facilities including plumbing and pipe-fitting; heating, air control and filtration systems and equipment: repair change stations, exhaust and supply fans and replacing, filters; repair; restore and maintain structures, counters and cabinets; repair and replace variety of animal care equipment, cage-washing equipment, refrigerators/freezers and other mechanical kitchen equipment; repair ceilings, floors, walls, roofs, and perform caulking of buildings; maintain and operate autoclaves; and instruct or lead semi-skilled or unskilled assistants. ~ Must be able to work offset work schedule other than 8:00am - 5:00pm, overtime, weekends and holidays. QUALIFICATIONS * Excellent supervisory skills, and ability to provide effective and appropriate supervision in a unionized environment.
