As the only U.S. state in the Pacific basin, Hawai'i faces unique challenges in infrastructure and disaster response. The University of Hawai'i at Manoa (UHM), College of Tropical Agriculture and Human Resources (CTAHR) Cooperative Extension, can serve as a facilitator and catalyst for emergency preparedness, response, and recovery for people and communities. This position will convene and lead community-focused efforts to improve policy, systems, and environmental change (PSC) for communities and counties across the state of Hawai'i. Additionally, this position will serve as the disaster response coordinator for CTAHR and Cooperative Extension during disasters, leveraging the required networks to maximize the resources of CTAHR, the land-grant university (LGU) system, and ensuring county-based Extension faculty and staff are supported and organized for a strategic response.

Duties and Responsibilities

  • *Serves as the CTAHR disaster response coordinator and the primary point of contact for disaster response efforts within CTAHR, ensuring that county-based Extension Faculty and Staff are equipped, organized, and supported during strategic responses.

  • *Offers guidance and leadership in the revision and re-establishment of data-informed Extension Agent plans of work, tailored to effectively address the evolving landscape following a disaster response.

  • *Builds and promotes a resilient network of Extension Agents throughout Hawai'i, serving as the foundation of the Disaster Response Team, to guarantee thorough community resilience and preparedness across each island.

  • *Designs and executes a program to harness the expertise of LGU faculty members, empowering them to contribute their specialized knowledge to Hawai'i communities confronting disasters, irrespective of our current faculty capacity.

  • *Oversees the management of the CTAHR Cooperative Extension Disaster Response website, ensuring it serves as a comprehensive and thorough resource hub for disaster preparedness and recovery.

  • *Promotes close collaboration and communication with the National Extension Disaster Education Network (EDEN), facilitating a seamless exchange of information and resources to enhance disaster response efforts.

  • *Empowers communities and key stakeholders to proactively enhance their preparedness and resilience in the face of both natural and human-induced disasters through targeted support and guidance.

  • *Coordinates and facilitates the strategic development of large proposals (multi-year, multi-investigator, and/or multi-entity). Works with participants and partners to ensure alignment and compliance with sponsor agency requirements.

  • *Designs, implements, and evaluates a comprehensive plan of action aimed at progressively enhancing the resilience of Hawai'i communities in the face of evolving disaster threats.

  • *Provides guidance and support to CTAHR and CTAHR Cooperative Extension, enabling them to effectively adapt and strategically respond to the dynamic challenges posed by both natural and human-caused disasters.

  • Works outside of normal business hours including evenings and weekends as directed.

  • *Travels to the impacted area(s) as the primary response coordinator to support the CTAHR county team's capacity during the initial phase of a crisis.

  • Performs other duties as assigned

Minimum Qualifications:

  • Possession of a baccalaureate degree in Emergency Management, Public Administration, Environmental Management, Public Health, Project Management, Business Administration or related field and 4 year(s) of progressively responsible professional experience with responsibilities in disaster reduction, management, response, and/or recovery activities including, but not limited to, organizational or systems response planning, or direct aid; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Considerable working knowledge of principles, practices and techniques in the field of disaster reduction, management or response as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with disaster reduction, management, response, or recovery.

  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

  • Demonstrated ability to operate a personal computer and apply word processing software including Google and Microsoft Applications.

  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications

  • Ability to navigate and manage website and social media platforms.

  • Ability to travel independently to various geographical locations in a timely manner. Requirement may be fulfilled by a valid Hawai`i Driver's license (Class 3) or comparable driver's license.

Desirable Qualifications

  • Master's degree, certificate or certification in Emergency Management or related field.

  • Demonstrated experience of contributing to the development of a network across higher education, for- and not-for-profit, and government agencies/entities.

  • Previous experience with Federal funding agencies, and/or previous work experience with Hawaii State and County governments.

  • Functional knowledge of the University of Hawai'i policies and procedures, or other higher education institutions.
