Job Summary

Performs a variety of duties related to personal property and state income taxation. With minimal supervision, is primarily responsible for assessing, compiling, analyzing and interpreting data from a variety of external resources. Serves as the primary point of contact with the Department of Taxation in matters regarding state income tax. Assists taxpayers and the general public with questions/concerns regarding tax assessments. Assists in the discovery of personal property.

Job Functions

  • Research, analyze, compile and compare relevant data (reports, valuation guides, internet tools, etc) to ensure property assessment correctness

  • Assesses/Determines value of property subject to taxation using criteria established by Code of Virginia

  • Applies the tax rate as established by the governing body to generate tax due

  • Researches state and federal registration agencies (DMV, DGIF, FAA) to ascertain property and the owner thereof for local property assessment purposes

  • Assists taxpayers and the general public with state income tax and personal property assessment questions and concerns

  • Researches/analyzes monthly/annual reports from DMV to verify accurate personal property assessment records

  • Performs internal and external discovery methods including field work and desk audits to ensure proper assessment of property

  • Makes assessment determinations on non-formal appeals based on evidence

  • Performs data entry, analyzes data, researches, organizes, compiles, calculates and compares relevant data

  • Responds to taxpayers orally and in writing

  • Communicates directly with other state and local offices to ensure proper assessment of property

  • Serves as a liaison between the personal property staff and state income tax staff and external agencies (i.e. DMV, Department of Taxation) in matters regarding taxation

  • Imports data from various sources including DMV, DGIF, NADA for assimilation into the personal property master file

  • Audits data for accuracy prior to the closing of the annual personal property tax assessment book

  • Generates the annual personal property assessment book and Town/County tax bill data. Distributes book and tax bill data (paper and electronic) to Town/County Treasurers

  • Assesses Public Service Corporation accounts to include personal property and real estate

  • Generates the annual Public Service Corporation assessment book and Town/County tax bill data. Distributes book and tax bill data (paper and electronic) to Town/County Treasurers

  • Processes supplemental assessments, exonerations, adjustments and refund requests

  • Writing of queries to analyze personal property data

  • Assists with business personal property audits and assessing

  • Oversees the personal property and state income tax personnel with day-to-day duties to include assessing personal property, auditing/processing/collection of payments of state income taxes

  • Review, audit, prepare, process and file state income and state estimated income tax returns

  • Collect state income and state estimated income tax due

  • Process payment of tax collected through local Treasurer and/or Department of Taxation

  • Assesses penalty and interest on state income tax

  • Prepares and process adjustments of state income and estimated income tax due

  • Organize, sort, compile and mail returns to Department of Taxation

  • Generates daily, monthly and annual reports

  • Reconciles/balances daily, monthly & annual reports

  • Maintains/updates internal state income tax training handbooks

  • Maintains confidentiality of taxpayer information

  • Maintains a knowledge of county/state and office policies and procedures

  • Maintains compliance with county and state tax codes.

Qualifications

  • Knowledge of various software including, Word, Excel, Outlook, etc...

  • Ability to operate various office equipment such as fax, phone, computer, etc...

  • Excellent interpersonal skills

  • Ability to follow direction

  • Ability to use independent judgment and work with little direct supervision

  • Ability to provide the highest level of customer service

  • Ability to exercise tact and discretion in handling confidential information

  • Good mathematical skills

  • Knowledge of state and local tax laws

Minimum Qualifications & Experience

Education and experience equivalent to a high school graduation supplemented by 3-5 years of experience in performing state income and personal property tax work; or any equivalent combination of qualifications and experience which provides the required knowledge, skills and abilities.

Special Requirements

Must possess satisfactory results of a criminal history background and credit check.

Working Conditions & Disclaimer

Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Must be able to operate office and computer equipment. Must be able to endure extended periods of time at a keyboard or workstation.
