The Office of Claims and Appeals is looking for someone with the highest level of professionalism, integrity, and excellence with a dedication to helping and serving victims in Kentucky to become part of its dedicated team.

The Office of Claims and Appeals provides legal and administrative support to the three boards that decide crime victims' compensation claims, hear and decide appeals on tax assessments, and hear and decide negligence claims filed against any Commonwealth of Kentucky state government agency or employee.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to a FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

The Crime Victims Compensation Board (CVCB) serves victims of violent crime across Kentucky. It hears and decides claims submitted by victims for reimbursement of losses they sustained as a result of crime, as well as deciding claims submitted by medical providers through the Sexual Assault Examination Program.

The CVCB is looking for an individual with a strong dedication to serving and improving the lives of victims in Kentucky to join the agency as a victim advocate. The Administrative Specialist III (Victim Advocate) will have the following responsibilities, including but not limited to:

  • Assist victims in completing and submitting Crime Victims Compensation claims and supporting documentation.

  • Work with victims, law enforcement agencies, medical providers, funeral homes, employers, and other entities to obtain and compile necessary documentation to prove victims' Crime Victims Compensation claims.

  • Advocate at the Crime Victims Compensation Board meetings for victims the victim advocated assisted with claims.

  • Track statistics for victims served by the victim advocate.

  • Network and establish working relationships with other victim service organizations across the state to build a referral network to which OCA can refer victims in need of other services.

  • Create tracking system to track partner victim service organizations, their contact information, and a point of contact at the organization.

The preferred skills and abilities of the position:

  • Has a background or a strong interest in victim advocacy, victim services, and/or victims rights.

  • Prior victim advocacy experience preferred but not required.

  • Prior work with victims strongly preferred.

  • Strong oral and written communication skills.

  • Has a positive attitude and is a self-starter.

  • Is professional, competent, and polite.

  • Meets necessary educational requirements.

  • Has excellent computer skills.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.

Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.
