Primary Purpose of the Organizational Unit:

The Human Services/Medical Facilities Section provides legal services to the Office of the Secretary of the Department of Health and Human Services ("DHHS"), the Administrative Offices of the Department, and the following divisions and offices within DHHS:

  • the Division of Budget and Analysis;

 • the Division of Child Development and Early Education;

 • the Division of Human Resources;

 • the Division of Mental Health; Development Disabilities, and Substance Abuse Services;

 • the Division of State Operated Healthcare Facilities;

 • the Division of Services for the Blind;

 • the Division of Services for the Deaf and Hard of Hearing;

 • the Division of Vocational Rehabilitation;                                                                                    

  • the DHHS Controller's Debt Referral Office; and

 • the Office of Rural Health and Community Care.

The Section also advises The University of North Carolina Health Care System ("UNC Health Care"), The University of North Carolina Hospitals ("UNC Hospitals") and health care providers in The University of North Carolina at Chapel Hill's School of Medicine ("School of Medicine") and its clinical arm, UNC Physicians & Associates.

The Section also advises and represents the following boards, commissions, and councils:

  • the North Carolina Commission on Mental Health, Developmental Disabilities, and Substance Abuse Services;

 • the North Carolina Marriage and Family Therapy Licensure Board;

 • the North Carolina Board of Employee Assistance Professionals; and

 • Other boards, commission and advisory bodies associated with the agencies above.

The Human Services/Medical Facilities Section lawyers occasionally represent other components of DHHS as assigned.

Primary Purpose of the Position:

  • The duties and responsibilities of this position include handling incoming and outgoing mail; 

  • Typing letters, briefs and memoranda, for filing in federal and state trial and appellate courts, and the Office of Administrative Hearings; 

  • Composing routine letters; setting up and continually maintaining files for cases and requests for opinions, including correspondence, pleadings, etc.; 

  • Implementing the section's records retention schedule; 

  • Physically processing files and records for storage, archives, or destruction; 

  • Receiving incoming phone calls; and assisting in managing the supervisor's schedule as requested.

  • The employee in this position will provide clerical support to the attorneys who represent the Division of Child Development and Early Education ("DCDEE").

  • The position is solely responsible for all support services provided to attorneys representing the Division of Child Development Early Education (DCDEE) and performs secretarial, administrative, and other duties as necessary.

  • Support is also provided to attorneys representing DCDEE in litigation (60%), criminal appeals (5%), answering inquiries from state and local agencies and the public (15%), day to day office operations (5%), and performing such other duties as may be assigned (5%).

 Please detail ALL work history including non-state service experience.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY or MAY NOT result.

THE STARTING SALARY FOR A NEW HIRE TO THIS POSITION IS LIMITED TO $40,000 to $48,000. Salary offers for the selected candidate are based on the candidate's education and experience related to the position, as well as our agency budget and equity.

This employee must be assertive, make decisions. This employee must be flexible in all areas, possess a specialized knowledge of office procedures and guidelines, particularly correct grammar, punctuation, sentence structure, and formatting.

A basic knowledge of legal terminology is essential as is a basic understanding of various legal documents; must possess a specialized knowledge of legal processes, procedures, and practices. This employee must have the ability to prioritize tasks, proof her own work and that of others.Some state job postings say you can qualify by an "equivalent combination of education and experience." High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.

Credit for foreign degrees will only be given if verification of degree certification is attached to your application.  Transcripts for foreign degrees have to be evaluated by an organization like World Education Services to determine US equivalency.

Any licenses or certificates must be included in the appropriate section of the application form.

Veterans Preference: Applicants seeking Veteran's Preference must attach a copy of their DD-214 or discharge orders.

Applicants seeking National Guard Preference must attach a NGB 23A (RPAS) if you are a current member of the NC National Guard in good standing.  If you are a former member of the NC National Guard who served for at least 6 years and was discharged under honorable conditions, you must attach either a DD256 or NGB 22.
