WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS) DIVISION?

Facilities Management and Security Services Security

The following are the duties of this position at the full working level.

  • Performs analytical, technical, and advisory duties related to project and administrative program management activities for the business improvement initiatives and assists team leaders in performing trend analysis on business projects affecting selected programs.

  • Participates in developing and implementing administrative management policies, makes recommendations for course of action pertaining to administrative issues, define overall goals and objectives of programs and projects.

  • Monitors office reporting requirements and prepares input for confidential status reports or response materials. Sensitive, extremely difficult, or complex responses are elevated to higher-level attention for review or signature.

  • Provides administrative support to supervisor, team leader, analysts, project leaders, and project support personnel in the areas of coordinating the Business Planning Report and Operational Reviews, assist in maintaining the web site, developing internal office operating procedures, and in establishing draft procedures for input into a project status database.

  • Provides management with assistance on operational, business process, and project reviews, for a segment or phase of a broader project or study; and independently completes projects and studies within a limited scope.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

Specialized Experience GS-07:

GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.

Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitoring activities to ensure timeliness, consistency, and completeness; reviewing responses, reports, and memoranda on behalf of the organization and experience using analytical techniques to perform routine analyses of data and information to develop conclusions.

OR Superior Academic Achievement (SAA) - A Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the graduating class in the college, university, or major subdivision, or membership in a national scholastic honor society recognized by the Association of College Honor Societies.

OR At least 1 academic year of graduate education in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR A combination of education and experience equivalent to that described above.

Note: Grade point averages should be rounded to one decimal point.

For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

TIME-IN-GRADE REQUIREMENTS GS-07: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.

Specialized Experience GS-09:

GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.

Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitors activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses on behalf of the organization; experience using analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures.

OR A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities of this position.

OR 2 full years of progressively higher level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills and abilities of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

OR LLB or JD if related.

OR At least 1 year of combined graduate education and experience as defined in the paragraphs above.

  • This is a non-bargaining unit (NBU) position.

  • Tour of Duty: Day Shift

  • Start and stop times between 6:00 a.m. and 6:00 p.m.
  • Selected employee will be able to work with manager to pick start/stop times for shift as long as it is in dayshift hours.

  • Alternative work schedule, staggered work hours or telework may be available.

  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.

  • Relocation expenses - will NOT be paid.
