FARM SERVICE AGENCY (FSA) COUNTY EMPLOYEES: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Responsibilities

This position is assigned to the Farm Service Agency in the State of South Dakota, Administrative Branch, located in Huron, Beadle County, South Dakota.

The selectee assists the Administrative Officer in planning, coordinating, and monitoring a variety of administrative management services provided to the State and County Office.

Major responsibilities may include full accountability of two or more of the following functions:

  • Personnel Management

  • Administrative

  • Contracting Officer

  • Leasing of Office Space

  • Purchasing/Relocation/Travel

  • Supply and Forms

This position manages personnel systems and processes and also may performs contracting, budget pre-award, award, administration, and termination functions for a wide variety of supply and services contracts, and budget systems, financial management and travel, payroll. In addition, this position may serve as Safety Officer for the State, maintains State and County Office personal property inventories, and be responsible for the annual County Committee Elections processes.

CONFIDENTIAL FINANCIAL DISCLOSURE REPORT: If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee is subject to financial Disclosure Requirements in accordance with 5 CFR, Part 2635, Sub part E regarding business or personal transactions with applicants, borrowers, or business contacts who have or who are seeking business with this Agency. Selectee must be able to obtain and maintain a security clearance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below:

Time-in-grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.)

For the GS-9 level: Two full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (i.e., LLB, JD, LLM, etc.) from an accredited college or university with a major in social or behavioral sciences or in such fields as business or public administration, industrial management, psychology, labor relations, education; OR Applicants must have one full-time year of administrative experience equivalent in difficulty and responsibility to the GS-7 level in the Federal service or private sector. Experience that demonstrates a fundamental knowledge in administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement; OR A combination of education and experience as listed above.

For the GS-11 level: Three full academic years of progressively higher level graduate education or a Ph.D, or equivalent doctoral degree (i.e., LLM, etc.) from an accredited college or university with a major in social or behavioral sciences or in such fields as business or public administration, industrial management, psychology, labor relations, education; OR Applicants must have one full-time year of administrative experience equivalent in difficulty and responsibility to the GS-9 level in the Federal service. Experience independently performing a wide range of administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement; OR A combination of education and experience as listed above.

For the GS-12 level: Applicants must have one full-time year of administrative experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service. Experience which demonstrates a comprehensive knowledge in administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. In addition, experience which includes planning, managing, executing, evaluating and facilitating the full range of administrative programs and operations.

The substitution of education is not qualifying for the GS-12 level.

You will receive credit for all qualifying experience, including volunteer experience.

If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards. If education is required or you are using education to qualify, you must submit a copy of your college transcripts. An unofficial copy is sufficient with the application; however, if you are selected, you will be required to submit official transcripts prior to entering on duty. Education must have been successfully obtained from an accredited school, college or university.

The substitution of education is not qualifying for the GS-12 level.
