PAY AND BENEFITS

Clackamas County is committed to offering a high-quality benefits package to support employees and their families.

Annual Pay Range: $59,925.25 - $77,919.39

Hourly Pay Range: $28.810215 - $37.461244

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Generous paid time off package, including:

  • 12 hours of vacation accrued per month

JOB DETAILS AND QUALIFICATIONS

Clackamas County Health Centers is seeking an adaptable administrative professional to join a dynamic and collaborative team as their newest Administrative Specialist 2. This position will be based out of our newest Behavioral Health Clinic located on Lake Road in Milwaukie, Oregon. The Administrative Specialist 2 position provides administrative support to large workgroups, programs and/or management. This position will support all behavioral health programs and clinics with a large component consisting of administering budget lines related to flex cash and procurement.

The ideal candidate will be detail-oriented and customer service-driven. The Administrative Specialist 2 works year-round to provide administrative support to the clinical operations and program managers in addition to the supervisory team. Additional responsibilities include compiling and maintaining reports and documents to ensure compliance, which requires an in-depth understanding and interpretation of legislation. This position may participate in the hiring of staff and/or preparing performance evaluations and requires flexibility, high attention to detail, and excellent communication skills with both staff and clients via telephone and in person. Tasks include assistance with clinic operations, scheduling and calendar management, meeting management, and onboarding support for new staff.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position

  • Experience in positions that provide support to program budget and procurement procedures

  • Experience in positions using standard office equipment such as phone, fax, copy machine, computer, scanner, etc.

  • Proficient skills in English spelling, grammar, composition and communication both oral and written

  • Experience in positions where using strong organizational skills for office procedures, practices and equipment was essential

  • Experience establishing and maintaining cooperative working relationships with county employees and officials, contracted providers, other agencies and the public

  • Must be able to understand, interpret and apply County and department policies and procedures

Preferred Special Qualifications/ Transferrable Skills:*

  • Experience working in EPIC health record software programs

  • Experience working in an environment with the focus of supporting mentally ill individuals or those who experience substance use disorders

  • Fluency in both English and Spanish is preferred. (Please note: Language fluency means being capable of using a language easily and accurately. Being "bilingual" means using or able to use two languages with equal fluency.)

TYPICAL TASKS

  • Maintain a procurement card and assist with processing, tracking, and reconciling invoices and procurement purchases for multiple programs. Stay up-to-date on all procurement training, policies, and procedures.

  • Administer budget line items and maintain internal fiscal records involving Petty Cash and Flex Funds. Monitors budgets request for compliance with agency policy and procedures. Help purchase gift cards for specialty programs.

  • Schedule required meetings for new hires. Assist with helping new hires obtain a badge and any necessary steps for effective onboarding.

  • Administrative support for clinical staff, managers and supervisors including sensitive meeting minutes, reserving space, setting up technology, maintaining email distribution lists, coordinating trainings and CEUs, assisting with newsletters and communications, tracking training requirements for staff, managing emergency contact lists.

  • Maintain Client Handbook.

  • Assist supervisors and managers with data entry for program compliance and reports for projects with community partners and stakeholders.

  • Serve as a trainer for safety-related training to H3S staff and participate on the Safety Committee.

  • Other duties as assigned.

REQUIRED KNOWLEDGE AND SKILLS

Considerable knowledge of: Principles and procedures of office management and administration; English spelling, punctuation, grammar, and composition; arithmetic, clerical/accounting principles and processes.

Thorough knowledge of: Techniques and principles of supervision and training; applicable program policies and procedures and/or rules, regulations and statutes depending upon assignment of duties and responsibilities.

Working knowledge of: Fiscal monitoring and planning methods; governmental budgeting techniques and procedures; research techniques and procedures; office equipment, including computer systems and software programs such as word processing and spreadsheets and their functions/capabilities; public relations techniques and concepts; statistical calculations.

Skill to: Organize and maintain office/administrative systems and procedures; understand, interpret and apply County and department policies and procedures, and technical materials; communicate effectively, both orally and in writing; compose correspondence requiring a high degree of initiative and judgment; conduct independent research; define administrative problems and recommend and implement solutions; collect, evaluate and summarize data; prepare and present clear and concise reports; establish and maintain effective working relationships with County employees and officials, contracted service providers, other governmental agencies, citizen groups and the public; operate office equipment; lead or supervise the work of assigned staff.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday.

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
