Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level based on their experience and education.

Required experience: professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. Master's and higher-level degrees will substitute for one year of required experience.

Administrative Specialist level requirements:

  • Administrative Specialist Trainee 1 (equated to SG-13): bachelor or higher degree.

  • Administrative Specialist Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.

  • Administrative Specialist 1, SG-18: bachelor or higher degree and two years of required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Duties Description • Administer the Federal Surplus Property Program

  • Clarify, interpret, and enforce the NYS Plan of Operation, Public Law 94-519, and Federal Regulations 41 CFR 101-44 of the GSA.

  • Govern the acquisition, distribution, and intermittent return of Federal Surplus Property for public purposes.

  • Review and approve donee applications including, but not limited to, state and local governments as well as non-profit educational and health organizations.

  • Ensure timely pickup and removal of donated items from donees at Defense Logistics Agencies and Federal Civilian locations.

  • Responsible for compliance of tracking and reporting acquired federal property utilizing Web-Data (and/or another established inventory database) as well as the State Financial System.

  • Proficiently utilize the established inventory database, Microsoft Office Suite, and Access as well as other program specific web-applications.

  • Work with software developer(s) to identify program issues, and track progress of system updates and resolutions.

  • Revise and update the Federal Surplus websites.

  • Represent the program through the attendance of trainings, meetings, and conferences, and ensure the unit remains current with all policies and regulations.

  • Prepare and finalize procedures, manuals, and trainings including memos and updates to regulations and policies.

  • Perform the full range and scope of supervisory responsibilities.

  • Perform various duties as deemed necessary.

Operational Needs:

  • Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required.

  • Overnight travel to conduct compliance visits and program marketing outreach is required.

  • Flexibility to work in environments with fluctuating temperatures is required.

  • This position includes handling sensitive personal information which may include donee participant date of birth, social security, and driver's license numbers.

  • A background check is required for the approval to gain entry and access to the Defense Logistics Agencies and Federal Civilian locations (such as Military Bases). Permissions to these sites do not allow the following: any individual convicted of a felony within the last 10 years, or any conviction of murder.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
