POSITION SUMMARY:

Administrative Services Manager is responsible for developing and overseeing the implementation of procedures and managing complex systems and processes to ensure the efficient and effective administrative operation of the Department of Community Resources and Services.  Serves as primary liaison to the Office of Human Resources and is responsible for the coordination of recruitment, on-boarding and orientation process for new employees.  Supervises the Volunteer Coordinator and front desk Administrative Support Tech II.

STARTING SALARY HIRING RANGE:

$31.52 - $35.52

$65,559 - $73,877

CLASS DESCRIPTION:

Performs intermediate professional level human services work, which may include supervisory responsibility, under general supervision from an administrative or technical superior.  Work includes administering human service programs or providing specialized health and human services targeted to a special population; assists in formulating policies and developing goals and objectives; and providing a full range of counseling and referral services.  Work may also include identifying and investigating complaints of unfair and deceptive practices and violations of local and State laws; and administering criminal justice and alternative sentencing programs.

Include the following.  Other related duties may be assigned.

  • Works with leadership to develop, implement and coordinate effective administrative procedures to ensure consistent and efficient operations of the Department by researching, drafting, and maintaining department policies and procedures; collects and analyzes data; explains and interprets policy and procedures to personnel.

  • Serves as primary liaison between Department and Office of Human Resources staff. Coordinate personnel actions and resolve problems. Provide professional advice, policy and procedure interpretation, and consultation on a wide range of human resource subjects.

  • Coordinates HR processes, in collaboration with managers and department leadership, for department position management, including reclassifications, recruitment, transfers, promotions, terminations, and job descriptions.

  • Performs salary analysis to guide hiring managers in determining equitable offers for new hires.

  • Provides data and reports to support departmental needs and requests.

  • Maintain position and personnel records and ensures accuracy on departmental vacancies and position control within County systems.

  • Manages the department's new employee onboarding process and facilitates DCRS orientation program.

  • Coordinates process to track required staff trainings and assists with the scheduling and logistics for trainings and other Department wide events.

  • Serves as backup to Department's official timekeeper and assists with payroll related functions such as processing official leave, FMLA, historical adjustments, and step increments. Provide technical payroll support for employees, managers, and timekeepers.

  • Addresses daily operational issues; Identifying problems, assessing department administrative needs, research and proposes recommendations.

  • Works collaboratively with the Technology Manager and Emergency Management Coordinator on special projects to improve facility operations and administrative functions.

  • Manages the scheduling of Administrative Support staff to insure coverage at Patuxent Woods and other remote DCRS locations.

  • Oversees the development and management of the Department's Volunteer Program including recruitment, placement and appreciation of volunteers and the staffing of Department wide events.

  • Oversees the development and management of a robust internship program insuring adherence to county policy.

  • Develops and maintains system to track mandatory trainings and other professional development opportunities for all department staff.

  • Assists with professional development activities and other department-wide meetings and events as needed.

  • Works on special projects as may be assigned by the Director/Deputy Directors.

  • Participate in activities related to Emergency Management as requested, including work outside normal business hours

SUPERVISORY RESPONSIBILITIES:

This position supervises the Volunteer Coordinator and front desk Administrative Support Technician II. Bachelor's degree and one (1) year experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience writing policies and procedures.

  • Human Resources experience.

  • Project management experience.

  • Supervisory experience.

  • Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.

  • Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.

  • Proficiency in virtual platforms and use of technology for human services delivery.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to touch, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and taste or smell. The employee must regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

The noise level in the work environment is usually moderate.  

LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY:

LANGUAGE SKILLS:

Ability to read, analyze, and interpret periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.  

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.   Possession of a valid driver's license.
