Position Summary

This position is responsible for directing, coordinating, and administering the complex procedure of Administrative Rule development and review and providing professional paralegal services to the Department.

This position oversees all requirements for promulgating administrative code set forth by statute, executive order, legislative policies and the Department Secretary to ensure that established criteria are met. This position performs a broad variety of responsible and complex paralegal research and administrative support activities requiring initiative and independent judgment, and knowledge of a wide range of statute law and case law. These activities are frequently of a confidential nature requiring participation in, having access to, or knowledge of, matters dealing with the Department's strategy or position on legislation and rulemaking affecting the Department.

This position assists staff attorneys by researching and compiling data from various personnel and other Department records for preliminary injunctions, contract claims, and the preparation of evidence or exhibits for use at personnel hearings, administrative hearings, court actions, grievance resolution, proposed disciplinary actions, alleged violations of various state and federal laws affecting contractual employees hired by contractors and sub-contractors for transportation purposes, and law enforcement activities with the Division of State Patrol, and the Division of Motor Vehicles Dealer Licensing Section, and similar enforcement actions.

Salary Information

This position is in schedule-range (07-03) with an annual salary of $62,400-$84,240, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.

Qualifications

Qualified applicants will have experience with all the following:

  • Composing, preparing, and editing content of documents, reports, etc.

  • Developing, implementing, and analyzing policies and procedures, or legislation.

  • Using computer programs such as Microsoft Word processing, spreadsheets, e-mail, Adobe, etc.

  • Creating and maintaining files for litigation or regulatory purposes.

In addition to having all the above, well qualified applicants will have experience with one or more of the following:

  • Experience utilizing and analyzing State statutes, Administrative Code, or legislation for research.

  • Experience composing, preparing, and auditing administrative rules.

  • Experience developing or managing programs or procedures to comply with complex statutory and regulatory requirements including rule making and legislative tracking.

  • Experience creating project development or management timelines (i.e., Gantt chart) for complex projects involving multiple steps or deadlines.
