The North Carolina Department of Administration (NCDOA) is seeking a motivated, enthusiastic, and skilled Administrative Project Coordinator (Administrative Specialist II) to assist CFWYI leadership in developing and documenting office-wide policies and procedures and creating model forms and tools, managing the ongoing development and enhancement of the office's online EBS grants management system, organizing and streamlining the office's cloud-based records management systems, providing a full range of support activities for the effective management of CFWYI's virtual Eastern Region Office, and coordinating special projects as assigned.

Key Responsibilities:

  • Assist with the development and documentation of office-wide policies and procedures governing the management of state and federal grants for domestic violence and sexual assault victim service providers.

  • Assist in the creation and updating of tools and resources for use by other CFWYI team members, as well as state grantees and federal subgrantees, in troubleshooting issues related to the online EBS grants management system.

  • Manage the ongoing development and enhancement of the EBS system by agency partners.

  • Create and maintain model spreadsheets, forms, and other tools for use by CFWYI staff to streamline and establish consistent and uniform processes across funding streams.

  • Organize, streamline, and manage the office's cloud-based document storage systems and the records contained therein.

  • Support CFWYI's Eastern Region Director in providing oversight of and technical assistance to CFWYI's domestic violence and sexual assault victim service providers in the eastern part of the state by providing a full range of administrative support services, including but not limited to preparing informational updates for and sharing resources with eastern region grantees, arranging virtual monthly meetings for eastern region grantees, assisting with the coordination of eastern region grantee site monitoring visits, and staffing Domestic Violence Commission committee meetings.

  • Perform other duties and assist with special projects as assigned.

Division/ Department Overview

The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state's population that have traditionally been underserved. The agency's mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.   

CFWYI advises the Governor, the General Assembly, and other State departments on issues affecting women in North Carolina and seeks to improve the state's response to domestic violence, family violence, dating violence, sexual violence, and human trafficking. The division administers federal and state appropriated grant funding and receipts, approves the Domestic Violence Intervention Programs that are ordered by the court system, and provides staff support to multiple boards and commissions, including the Council for Women and the Domestic Violence Commission. CFWYI also administers youth involvement programs to foster leadership opportunities for youth, as well as the State of NC Internship Program and State Youth Councils.

  • Thorough knowledge of office management practices, procedures, techniques, and technology, and demonstrated ability to develop related policies and resources.

  • Demonstrated ability to fully and efficiently utilize office equipment and other relevant technology (software and systems) to meet program needs.

  • Demonstrated ability to compile, assimilate and organize electronic information, and skills in records management.

  • Demonstrated proficiency with the Office 365 suite and Cloud-based technologies.

MANAGEMENT PREFERENCE:

  • Familiarity with domestic violence and/or sexual assault services.

  • Strong attention to detail and ability to maintain accurate records.

  • Ability to identify and understand issues, problems, and opportunities; use effective approaches for choosing a course of action or developing appropriate solutions.

  • Strong interpersonal/human relations skills and ability to work collaboratively with stakeholders in various disciplines.

  • Initiative to anticipate and solve potential problems.

NECESSARY REQUIREMENTS:

  • Valid NC Driver's License. Out of State Applicants must have valid Driver's License and acquire NC Driver's License within 60 days of hire.

  • Demonstrated ability to complete tasks that require multiple, complex steps and the selection of the most appropriate action within procedural and operational guidelines.

  • Demonstrated ability to present ideas clearly and effectively in written form; ability to adjust language or terminology to meet the needs of the audience; and ability to use correct grammar, organization, and structure.

High school diploma or General Educational Development (GED) diploma and four years of related administrative experience; or equivalent combination of education and experience.
