MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

To manage a specialized departmental or statewide program.

General from higher-level supervisory personnel.

May supervise 1-2 lower level personnel.

Job Distinctions:

Note: Agency impact, hierarchy, and reporting relationship patterns will be considered when making allocations to this level.

Differs from Administrative Coordinator 4 by the presence of professional duties that involve a variety of administrative functions or responsibility for a specialized departmental or statewide program.

Differs from Administrative Specialist--B by the absence of a moderate degree of complexity, impact, or independence in assigned duties and program areas.

The position is assigned to the Weight Enforcement Unit within the Department of Transportation and Development and is comprised of the fixed scale facilities. This unit is statutorily mandated and has sole responsibility for enforcing the federal/state, size, weight, permit, registration and taxation regulations. This position receives broad supervision from an Administrative Program Manager 2, and serves as the liaison between commissioned officers conducting compliance inspections, the commercial vehicle industry and the public. This position uses independent knowledge of federal and state commercial vehicle regulations along with sound judgement to provide specific and situational guidance and direction to questions and/or complaints from the public regarding the applicability of the stated regulations.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

DUTIES:

40%  Compliance:

  • Reviews and processed Inspection Reports generated by personnel relating to federal and state regulations. Ensures that report data is complete, accurate, timely and properly formatted. Investigates reports where information is lacking, inconsistent, or incomplete.

  • Works with personnel to resolve discrepancies and mitigate errors.

  • Prepares Notice of Violation letters and mails to responsible parties in accordance with LRS 32: 1525.

  • Performs the receiving, recording, depositing, processing and application of penalty payments, under the general supervision of the Administrative Program Manager 2.

  • Receives incoming correspondence and distributes to appropriate personnel.

  • Answers incoming phone calls that concern report amounts and questions concerning penalties.

  • Directs inquiries to the appropriate personnel to address the public's concerns.

30%   Department Liaison:

  • Serves as liaison between commissioned officers, the commercial vehicle industry, and the public.

  • Uses independent knowledge and experience along with sound judgement to provide specific and situational guidance and direction to questions and/or complaints from the public regarding the applicability of federal and state commercial vehicle regulations.

  • Guides the public through the administrative hearing process as designed by the Louisiana Division of Administrative Law. A statutorily mandated component that provides responsible parties with a means to appeal cited violations ad assessed civil penalties.

 20%  Administrative:

  • Prepares administrative hearing packets including inspection reports and related items of evidence for administrative hearings. Tracks requests for hearings and refers for adjudication of administrative hearings. Coordinates with the Division of Administrative Law Judge regarding the scheduling of hearing requests. When the Administrative Specialist is unavailable that is assigned for the Administrative Hearings.

  • Enters and scans official documentation and related data into computer databases for retrieval as may be necessary in order to validate inspection report charges.

  • Review and process time and attendance reports as required.

  • Process vendor invoices for payment
