The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, Louisiana Tax Free Shopping Commission and Use Tax Commission for Remote Sellers.

The Revenue Processing Center is responsible for the timely front-end processing of all tax returns, payments and related documents, including deposit of funds and data capture of tax information. Annually the division will process 6 million pieces, including tax returns for 38 different taxes, associated remittances, supporting documentation and correspondence and internal documents. These items include tax payments of $2 billion general fund dollars. Several methods are utilized to accomplish these goals, including data capture and tracking software. Performance of these functions directly impacts the cash flow for the state and the issuance of taxpayer refunds or collection notices.

ABOUT THIS POSITION:

The incumbent serves as a Administrative Program Manager 1 and is responsible for managing the process of analyzing and repairing transactions processed via the high speed scanners prior to their introduction into the data capture software. The incumbent is responsible for ensuring the return, payment, document and image integrity is maintained for downstream users. This is accomplished by performing detailed examination of documents using well-defined controls, creating and maintaining division

benchmarks set for quality and monitoring trends for any variations in quality.

Duties include, but are not limited to:

  • Analysis and comprehension of processing and reporting needs for the 38 different taxes processed at LDR. The position requires an understanding of all tax forms and the reporting needs for data validation and quality control functions.

  • Oversee all Quality Control internal tracking reports to ensure that all tax documents are processed to the integrated tax system (Delta) in the proper format. These internal tracking reports require a working knowledge of the tax processing

program, specific tax rules, scanning software, data capture software, and Delta procedures.

  • Monitor unit inventories including unique supplies associated with automated processing software and maintenance needs.

  • Supervise and manage a support staff to ensure that all functions are performed within the established work standards. Responsible for managing the activities associated with hiring and developing subordinate staff appropriately, including

performing annual performance evaluations on subordinate staff. Manages approximately five additional seasonal staff during the individual income tax processing season.

  • Evaluate employees on their performance. Counsel employees and recommends appropriate personnel actions when necessary.

  • Train new employees on the performance of functions associated with the unit.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE:

Any college hours or degree must be from an accredited college or university.
