Summary

This Administrative Officer (AO) position serves as the Assistant Director (Operations) with VA Rehabilitation Research and Development's (RR&D) "Translational Research Center for Traumatic Brain Injury and Stress Disorders" (TRACTS) in the VA Boston Healthcare System located in Boston, MA.

Responsibilities

Duties include but may not be limited to the following:
Conducts independent studies to assess, analyze, and plan for the staffing needs of the TRACTS National Center, and to make staffing proposals to the Director and implement such proposals in a timely fashion.
Provides advice and assistance to managers or Core Leaders in TRACTS and staff concerning Federal and agency needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions.
Propose and formulate the TRACTS yearly budget, formalize a justification for the budget plan, and implement or execute the plan accordingly.
Provides information about the overall status of financial resources for the Center and studies in order to react to changing situations with timely recommendations.
Develops, and executes plans for the acquisition of supplies, equipment, and services; reviews and approves all requests for supplies, equipment, services, and other needs of all research investigators; manages procurement and contracting for the Center.
Reconciles purchase care charges within the established time limits.
Designs studies to analyze staffing needs, propose changes in staffing plans, and implement those changes, as determined necessary.
Assists the Director in preparing short and long-range plans for the Center.
Participates in bi-monthly Center of Excellence Teleconference calls and writes Standard Operating Procedures.
Conducts independent studies, reviews, analyzes, and initiates implementation of new and revised administrative policies issued by the Director and reviews, analyzes, and initiates implementation of new and revised administrative policies issued by Central Office and by national, state, and local entities which affect the Center.
Analyses, design, and implementation of the TRACTS National Center space, and must ensure that the space available is put to optimum use in an efficient cost-effective manner.
Supports all internal Center program committees, including the Executive Committee, Advisory Committee, and the Project Operations Committee.
Ensures assistance for Center staff in application for funding under the auspices of the proper VA category. Work Schedule: Full-Time, Monday

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of three (3) years of graduate education leading to a Ph.D. degree, or a Ph.D Degree, such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work.

COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education in excess of a Master's Degree and experience mentioned above may be used to meet total qualification requirements.
