Duties

The incumbent serves as the Medical Center's Radiology Service Administrative Officer, which

consists of seven sections which also includes, CBOC's imaging in Myrtle Beach, Savannah,

Hinesville, North Charleston, Goose Creek, and Beaufort. In addition to the, the incumbent is the

Service's coordinator for preparing Capital Investment Proposals for High Cost/High Tech

(HC/HT) equipment to include the CEA and comprehensive strategic planning. This involves

evaluating space requirements, review, and comparison of imaging equipment, and working

closely with project engineers with turnkey and/or NRM projects in the Radiology Service.

The incumbent is responsible for the management of approximately 24 administrative staff support

personnel in Radiololgy Service, which includes 18 Medical Support Assistances (2 Supervisory,

2 LEAD and 14 AMSA) 2 Program Specialists, 2 Program Analysts and 2 Management Assistants.

Aside from the above support personnel positions, the position is responsible for gathering all data

for both Radiology and Nuclear Medicine to ensure that all required information is available for

quality management, performance management, and workload statistics. The service has

approximately 16 Radiologists and several fee basis Radiologists.

The incumbent serves as the COR (contracting officer's representative) for all contracts

(approximately 10).

The incumbent directs, oversees, and plans all the programmed segments of the Radiology

Service to assure that the service, mission, functions, projects, and activities are enforced and

executed. Provides complex administration of Diagnostic Radiology and Nuclear Medicine.

Acts as top-level administrator for the administrative support staff, as listed above

Independently serves as the contracting official technical representative for the Radiology Service.

Administrative duties include assessments and final authorization of departmental contracting

needs concerning contracting physicians, when applicable, technologists, and nontechnical

medical support personnel and services. The incumbent serves as a negotiator for this medical

center in establishing new contracts and serves as a mediator when establishing, modifying, and

renewing scarce medical contracts and other Radiology contractual services negotiated with this

facility. The incumbent independently serves as the approving officer for validating payments to

contractors, after careful review in assessing the authenticity of all contractors' invoices.

The incumbent has a thorough and complete knowledge of all functions of the department,

including CBOC's imaging, and coordinates activities to provide effective patient care. The

incumbent works independently in formulating and implementing administrative and operational

policies and procedures for the Radiology Service. This includes continual updating of service

Policy and Procedures Manual, Disaster Plan, Hazardous Waste Policies, Infectious Control

Policies, Safety and Procedure Manual, and Radiation Safety Policies.

The incumbent supervisory area of responsibility encompasses the entire Radiology Service

administrative staff. Through subordinate supervisors, the incumbent administrates the general

diagnostic division, special procedures, ultrasound, computerized tomography, magnetic

resonance imaging, CBOC's imaging, PET/CT and Nuclear Medicine. With the aid of

subordinate supervisors, the incumbent utilizes sound and professional judgment in recruiting

and selecting employees and maintains the established FTE's level of the service.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/28/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
