Duties

The incumbent, a member of the CReATE Motion Center and Research Service Line leadership team, and as such has responsibility for the administrative management of the Center (CMCVAMC and Atlanta VA Medical Center) working closely with the CReATE Motion Center Directors, ROC, and ACOS/R&D on a comprehensive range of administrative areas and has the responsibility for monitoring progress and compliance with mission critical performance measures of the Center. The incumbent serves as a fully functional member of the senior staff in providing advice to management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and human resources. The incumbent plans, administers, and coordinates administrative services including budget formulation and execution, grant administration, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and other related administrative support services.

MAJOR DUTIES AND RESPONSIBILITIES

Administration Management 40%

  • Provides overall administrative management for the CReATE Motion Center (CMCVAMC and Atlanta VA Medical Center) includes interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to the CReATE Directors, center management and staff on related issues.

  • Interprets and applies VA/VHA/CMCVAMC administrative policies, develops and implements local and external policies develops internal review systems and takes corrective action to ensure administrative activities are in compliance with appropriate standards.

  • The incumbent researches new policies, revises long standing policies, and completes standard operating procedures.

  • Responsible for managing the CReATE core budget and providing administrative oversight for project-specific budget development and execution, including: research project modifications, budgets for submission of new and revised VA research applications

  • Ensures center compliance with local and national requirements for publications reporting.

Grants/Budget/Financial Management 30%

  • Oversees CReATE's accounting, budget, financial management, grant administration.

  • Provides detailed spending plans to research investigators based on available funds, VACO research program specific guidelines, and CMCVAMC/Atlanta VAMC policies and guidelines.

  • Performs detailed examinations and analysis of the center and individual research project budgets, spending, and financial reports, resolves discrepancies with the appropriate personnel, and provides administrative leadership for project modifications.

  • Monitors the financial status of projects and recommends to the CReATE Directors (CMCVAMC and AVAMC) reprogramming of funds and requests for no-cost extensions as needed.

  • Serves as a Contracting Officer Representative (COR) for CReATE and backup for the Research Service. Manages contracting and procurements for all items need for the center, both simple and complex acquisitions (i.e., equipment, service contracts) that require varying approaches.

Program Performance Analysis 15%

  • Participates in weekly CReATE leadership meetings and monthly meetings with the ROC, and ACOS/R&D for discussion of issues and opportunities; plays an active role in completing detailed evaluations and analysis of current work methods as they relate to the systems and processes being used by current office staff and research investigators. Makes recommendations for change, implements change, and educates others on changes being made to current systems and process.

  • Participates on appropriate VA RR&D and Medical Center Committees, task groups, etc., for planning, problems-solving and program development.

Personnel Administration 15%

  • Oversees the full range of the CReATE's human resources administration and provides advice and assistance to managers and staff concerning Federal and VA/VHA/VA RR&D/CMCVAMC/AVAMC personnel processes and procedures.

  • Coordinates performance appraisal rating activities, assuring compliance with labor contracts and VA regulations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,05/13/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge and experience in the area of planning, developing, and directing the administrative activities of a Medical Research Program/Center in a government facility. This experience is needed to plan, administer, and coordinate administrative services including budget formulation and execution, grant administration, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and other related administrative support services.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel between CMCV AMC sites will be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
