Duties include, but are not limited to:
Plans, develops, and directs planning processes for the services to carry out its mission and provides oversight to ensure proper implementation and follow through.
Responsible for developing, providing, and coordinating operating programs for the clinical service lines, which may include physicians, residents, nurses, and administrative staff.
Examines programs and recommends expanding,contracting, combining, separating or realigning them to best meet veterans' health care needs most economically; directs and/or assists medical center staff in administrative research, management analyses, and development of reports pertaining to program plans; and performs assessments of the clinical service lines.
Provides guidance to administrative support staff.
Conducts special studies on manpower, space, and equipment utilization; analyzes the necessary human resources, equipment, and space to effectively support the mission of the department; maintains accurate utilization and cost information; provides analysis of the affect of resources on the overall productivity of the various services.
Develops and submits clinical service line budget requirements; performs frequent analysis of the status of requests with respect to resource allocation and spending. Expends budget as required and reprograms assigned budget as necessary to meet the needs of the clinical services.
Develops, selects, and monitors quality and performance measures for process improvement and patient satisfaction; reviews and analyzes various reports and complex critical data involving trend analysis relating to quality improvement to ensure desired outcomes.
Participates in and facilitates (when necessary) systems redesign and performance/process improvement efforts within the scope of the clinical services.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS: 9 - Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in communicating ideas, concepts, methods, analyses, evaluations and recommendations, skilled in planning, organizing, and directing study work, and effectively conducting critical negotiations with management, expert knowledge of key personnel and lines of authority or the Chief of Medicine to effectively manage administrative matters and activities and the flow of information, thorough knowledge of clerical duties to include style guides for communications, policies, directives and correspondence, skilled in communicating, evaluating, planning and organizing workload. Uses Microsoft Word to execute office automation functions such as storing and retrieving electronic documents and files; printing; inserting and deleting text, formatting letters, reports and memoranda; and transmitting and receiving email. Uses Microsoft Excel to develop and change spreadsheets.
Education: Applicants may substitute education for the experience required for the GS-09 level with-
master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (a transcript must be submitted)

GS: 11 - You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related (a transcript must be submitted)
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education for a GS-11 ( a transcript must be submitted)
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
