This Administrative Officer (AO) position is for the Learning Resources Services (LRS) at the Asheville VA Medical Center. The AO performs a wide range of service for multiple programs at the medical center. The primary purpose for the position is to provides budgeting, purchasing, supply management, data processing and file management for LRS. Interprets, enforces and implements national, VISN and local policies for Tuition and Travel requests.

The incumbent oversees multiple fund control points associated with travel and tuition for conferences/meetings/workshops, Simulation, Veteran Education and Medical Media needs. The Administrative Officer (AO) serves as the primary point of contact for LRS inquiries from staff, VA vendors and outside vendors.
Knowledge and skill in applying analytical and evaluative methods and techniques to address issues or conduct studies to determine the efficiency and effectiveness of program operations and administrative support functions.
Knowledge of missions, organizations, programs, and requirements of healthcare delivery systems.
Knowledge of pertinent laws, regulations, policies and precedents that affect the use of program and related support resources.
Ability to identify management analysis data and information need to complete a variety of management studies.
Ability to compile and analyze collected data, verify its accuracy, identify discrepancies for resolution, and develop appropriate recommendations.
Knowledge of the established procedures and practices of preparation, coordination, execution, review and approval of travel and tuition estimates and ability to determine whether estimates of funding needs align with budget availability.
Knowledge of accounting, bookkeeping, and budgeting processes to ensure correct manipulation and generation of data, reports, and proposals.
Ability to maintain current and accurate balances of different fiscal fund points and disbursements on an automated spreadsheet system.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative Management; Budget Guidance and Administration; Contract Management; Human Resources Personnel Administration and Property/Procurement Management Work.
A master's or equivalent graduate degree;
Two (2) full years of progressively higher level graduate education leading to such a degree;
LL.B. or J.D., if related.

The work is predominately sedentary and requires prolonged periods sitting and typing using a computer. There is occasional walking, bending, stooping, and carrying of light items, such as papers, binders, and reports.
