Summary

This position is located in the Facilities Management Service (FMS), Medical Center Veterans Health Administration, Salem, VA. The primary purpose of the position is to conduct comprehensive staffing, budget and organization with many functions and work processes. The incumbent provides innovative and expert management consultant services, which improve the effectiveness, resource efficiency, and resource savings of the FMS.

Responsibilities

Major Duties include:

  • Develops the needs for and maintains awareness of available resources and makes recommendation to FMS management regarding needs, distribution or redistribution of these resources.

  • Responsible for a large number of fund control points.

  • Develops both long and short range policies and plans for FMS by coordinating with the medical administration needs of the Medical Center.

  • Provides formularized planning and procedures.

  • Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relation and position management.

  • Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts.

  • Administers the internal review, quality and productivity initiatives for FMS.

  • Other duties as assigned.

Work Schedule: 7:45am-4:30pm Monday-Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Gathers and analyzes budget needs, develops both long and short range policies and plans for FMS, serves as key figure in staff utilization assuring recruitment and retention within approved ceilings are maintained.To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level; OR

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if directly related to the position. (Transcripts Required); OR

Combination: Applicants may also combine education and experience to qualify at this level. You must have an equal combination of specialized experience and education beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted climate controlled office.

Investigates, reports, and follows up on alleged client violations to determine appropriate and available sanctions. Prepares sentencing guidelines and testifies in circuit court. Probation Officers participate in Virginia Law Officers' Retirement System (VaLORS), which is a defined benefit plan with enhanced benefits for hazardous duty. VaLORS participants are eligible to retire at age 60 with five years of creditable service or as early as age 50 with 25 years of creditable service. Recent experience working directly with diverse groups of clients, co-workers and community agencies in a criminal justice and/or human services setting to accomplish collaborative and individual goals. Experience providing counseling and targeted intervention to criminal justice and/or human services clients on an ongoing basis in a fast paced, high volume setting. Experience making referrals to service/program providers and to management for review. Experience gathering information, creating and presenting reports to criminal justice &/or judiciary entities, administrative officials, courts or the Parole Board. Demonstrated skill in the use of Microsoft Office to include Outlook, Word, and Excel. The selected candidate must be eligible and have the ability to obtain required VCIN certification. Preferred Qualifications Prefer Bachelor's Degree from an accredited college or university with coursework in criminal justice or a related human services field or equivalent applicable training or experience. Prefer experience keying data into a case management or automated record system such as VACORIS, Badge, etc. Prefer experience in completing risk assessments and developing case plans.
