This National Guard position is for a ADMINISTRATIVE OFFICER, Position Description Number D1268000 and is part of the OH JFHQ DIMR CFMO, Ohio Army National Guard.

This position is located in the Joint Force Headquarters

  • State (JFHQ-S), Construction and Facilities Management Office (CFMO), Information Technology and Administrative Services Branch, which provides facility services to numerous installations throughout the state. See PD for more information.

Responsibilities

As a ADMINISTRATIVE OFFICER, GS-0341-12, you will perform the following duties:

  1. Serves as the performance, process and management control officer of the CFMO, and supervises the Administrative and Information Technology and Administrative Branch. Performs independent and recurring analysis related to the efficiencies of the branch and the remainder of the CFM Office. Processes all special report requests, such as congressional inquiries, agency displays, external data calls, dedication ceremonies, etc., monitoring them through to completion.
  2. Serves as principal personnel manager to the CFM Officer. Recommends and implements decisions regarding manpower that are essential to the direction and operation of the branch. Conducts comprehensive management studies for the assessment and improvement of CFMO manpower requirements.
  3. Supervises the evaluation, analysis and implementation of information technology (IT) relative to accomplishment of the work performed and efficiencies in the CFMO. Ensures standardized and integrated systems are implemented.

    Serves as the clearinghouse for all IT problems within the CFMO and for necessary outside resources. Coordinates data content or logic problems with users to resolve invalid or erroneous output. Plans and programs future IT requirements into the long-range plans of the CFMO in concert with higher headquarters and the State Plan.
  4. Manages all aspects of the Installation Status Report (ISR) Program for the State. Ensures all modules of the program are successfully completed per National Guard Bureau's (NGB) quarterly and annual requirements.

    Works with all State directorates to gather all necessary data and ensures proper quality assurance and quality checks. Analyzes all data provided and briefs senior leadership quarterly on the State's current ISR status. Works with the Planning and Programming Branch Chief and the State Master Planner to help make appropriate recommendations on future Military Construction Projects and Sustainment, Restoration, and Modernization projects.

    Ensure complete state compliance with the Builder program to include working with Federal contracting personnel. Coordinates with NGB' program managers and analysts to ensure the state's ISR Information is uploaded correctly and all data is accurate. Coordinates with other state ISR Program Managers to ensure all training is up to date and to provide recommendations for the ISR Change Management Process.
  5. Performs other duties as assigned.

Ohio Army National Guard Membership is required.

Males born after 31 December 1959 must be registered for Selective Service.

Federal employment suitability as determined by a background investigation.

May be required to successfully complete a probationary period.

MILITARY REQUIREMENTS

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.

Qualifications

GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations.

Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions.

Experience preparing reports, plans, policies and various correspondence. Experience evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Experience utilizing the organization, its mission and the organizational staff procedures.

Experience using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi level agencies. Experience in analytical and investigative techniques.
