This position coordinates the Senior Employment Program and the Pennsylvania Department Title V Program. The Director is responsible for recruiting, interviewing, counseling, and placing applicants into meaningful community employment.

Work includes a detailed knowledge of Department of labor Guidelines, Pennsylvania Department of Aging and Area Agency on Aging for Luzerne and Wyoming Counties Rules and Regulations. This position will oversee all aspects of the NCOA & State Title V Programs .•    Directs the administration of Federal programs to ensure all regulations are adhered to.

  •    Responsible for writing and submitting all Federal Program proposals to ensure the

     continuance of subsidized employment opportunities for low-income older worker.

  •    Responsible for monitoring budget & operating of program reporting to Fiscal      

Department Director, NCOA and State Title Project Directors.

  •    Responsible for delegating tasks to the five on-site Participant Staff Assistants.

Responsible for delegating tasks to two (2) off-site Participant Staff Assistants.

  •    Responsible for the review and analysis of existing program achievements and the

     development of new programs, policies and operating procedures.

  •    Responsible for obtaining documentation and validation from participants to submit to

State and Federal Programs.

  •     Develop posters, pamphlets, newsletters, etc. pertaining to older workers.

  •    Attend AAA Advisory and staff meetings, as directed, to insure program integration with

     other AAA services.

  •    Coordinate, plan and conduct Advisory Member Quarterly Meetings, Annual  

Luncheon/Meeting/Job Clubs, Quarterly Worker Meetings.

  •     Update, when necessary, the Employment Services Policy and Procedure Manual.

  •    Provide input into regional strategic plan to be shared with other employment service  

     professionals.

  •    Update Memorandums of Understanding with the Luzerne/Schuylkill Counties Workforce

Investment System that w11I access training opportunities for older job seekers.

  •    Coordinate the Senior Community Service Employment Program to ensure that the                 programs' resources are in accordance with the total objective of the Workforce

Investment Act.

  •    Maintain process of accessing private business/industry employers' potential for

     training/employment of older individuals.

  •     Function as liaison with community employers.

  •    Update Job Bank for on-going use by potential older workers.

  •    Maintain an older workers' Skill Bank, - along with the Job Bank will be a component of  

     the older workers' Brokerage System.

  •    Develop a system of public relations and publicity for identifying employment services

      and/or training opportunities for older workers.

  •    Establish a liaison with newspapers; radio and television officials that program            

     announcement can be made to enhance the training/employment opportunities of older

     workers.

  •    Responsible for the preparation of all reports dictated by the Federal Employment

Program.

  •    Responsible for all personnel concerns; Affirmative Action, discrimination of any form,

      particularly age discrimination, liability Insurance, and all matters related including

      performance evaluations and accident reports.

  •    Responsible for developing community relations with both public and private  

      employment

     agencies to increase the employment of older workers.

  •    Responsible for establishing channels of communication with appropriate sources to

     identify job qualifications and vacancies pertinent to programs.

  •     Responsible for securing commitments from potential employers to hire older workers.

  •    Responsible for the monitoring of older workers' placement and submit quarterly follow-

      ups from participants who had entered employment to reach the DOL employment

      retention goal.

  •    Responsible for the recruitment of older workers; interview, counsel, evaluate and

     process applications for employment

  •    Responsible for the monitoring and approving of the new participant intake-eligibility and      recertification eligibility.

  •    Responsible for preparing older worker for employment by organizing specialize training

     classes with local colleges.

  •    Responsible for maintaining a liaison with community organizations, make public

     speeches, participate in workshops, seminars, and training programs.

  •    Register program for job/career fairs--networking and promoting program, recruit new

     employers and training sites.

  •    Responsible for the monthly workshops and/or training sessions with all enrollees.

Contact local employers to take part in bi-monthly job club.

  •    Responsible for the maintenance of work records on each applicant, which will include

     personal and financial background data, work history and skills.

  •    Responsible for recruiting host work sites.

OTHER DUTIES AS ASSIGNED:

  •    Communicate with Training Site Supervisors and participants to keep them informed with

     the current program news.

  •     Submit required weekly, monthly, and quarterly reports to NCOA and Harrisburg.

  •    Validate and submit bi-weekly payroll for 110 participants and In-Kind Supervisor Hourly

Report to AAA Fiscal department and NCOA.

  •     Act as mediator between Training Site and Participant -Problem Solving.

  •    Participate in monthly NCOA conference calls. Attend NCOA and SCESP annual

     conferences and training.

  •     Maintain and achieve DOL goals for program.

  •    Monitor data and reports in the DOL GPMS web base correcting rejections.

  •    Maintain and Monitor the Mature Worker Program's Internet Social Networks (Facebook

      and Website)

  •    Promote program by newspapers, marketing companies, direct ma lings, TV media

     (commercials).

  •    This position requires a self-motivated and community-oriented individual who can

      establish relationships with emp1oyees and potential employers. It also requires an

      individual who can multi-task, resolve problems with the criteria given by State Title V,

NCOA Luzerne/Wyoming Counties and establish employment sites.

  •     Other duties as required/assigned

  • Thorough knowledge of modern office practices, procedures, and equipment.

  • Knowledge of the principles and practices of public administration.

  • Knowledge of the principles of governmental accounting, statistics, and public personnel administration.

  • Ability to gather, assemble, correlate, and analyze facts and devise solutions to administrative problems.

  • Ability to comprehend program goals, objectives, and operations, and to relate these to administrative analysis.

  • Ability to develop, install, and evaluate administrative policies and procedures.

  • Ability to apply and interpret Departmental policies and procedures.

  • Ability to establish and maintain effective working relationships with other administrative officials and the public.

  • Ability to express ideas clearly and concisely, orally and in writing.

ELIGIBILITY - ALL CANDIDATE{S):

1.)  Meet the minimum experience and training (MET'S) required for this position:

  • Two years of experience in varied office management or staff work; and a bachelor's degree; or

  • Any equivalent combination of experience and training.

2.) Be a resident of Pennsylvania.

4.) Be eligible for selection in accordance with the merit system employment regulations
