We are seeking a motivated, detail-oriented professional to fill an immediate vacancy in our Community Services Department as an Administrative Manager with salary placement dependent upon the top candidate's qualifications.

The Administrative Manager interacts daily with members of the Department's Executive team, as well as the Parks and Recreation divisions to support the Department's critical administrative needs including contract administration, budget analysis, grant management, and capital improvement project oversight.  Our ideal candidate enjoys working within a strong, team-oriented setting and will have the ability to analyze complex circumstances and contribute workable solutions while providing quality internal and external customer service.

The ideal candidate has...

  • A strong desire to work with a dynamic team of park and recreation professionals

  • Expert level knowledge of Microsoft Excel, and a working knowledge of OpenGov, Eden and/or Enterprise ERP experience tracking and overseeing capital improvement project budgets and park development fees

  • Experience tracking and overseeing capital improvement project budgets and park development fees

  • Experience in contract management and oversight

  • Experience researching grant opportunities, submitting grant applications, and reporting/monitoring grant funding requirements

  • Experience monitoring requirements for environmental impact reviews at the state and federal level

  • Experience monitoring and tracking budget expenditures, including reductions and adjustments

  • Experience preparing and assisting with agenda reports

  • Experience working with other departments to problem solve and make recommendations

  • Experience managing citywide initiatives such as asset and workflow management systems (i.e. MaintStar)

  • Experience supervising a team of staff

The Administrative Manager position is expected to complement and complete the existing cohesive and competent management team of 4 staff members who collectively, share over 90 years of public service experience!

In addition to a generous benefits package, the Administrative Manager will work a 9/80 schedule and have the flexibility to telecommute one day per pay period (every two weeks). Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to a Bachelor's degree from an accredited four-year college or university with major coursework in public administration, public policy, business administration, economics, or a directly related field is required. A Master's degree in a related field is desirable.

  • Five (5) years of recent and progressively responsible professional-level local government administrative, analytical, budgetary, or fiscal work experience in a municipal setting, including at least two (2) years at a level comparable to Senior Administrative Analyst with the City of Orange is required.

Licenses and Certifications:

  • Possess and maintain a valid California Class C Driver License with satisfactory driving record and proof of acceptable automobile insurance at the time of appointment and throughout employment in the position is required.

Physical Demands: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.

 This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required.   Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

Environmental Elements: Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Disaster Service Worker:  All employees of the City of Orange are designated by both State law and City ordinance to be "Disaster Service Workers."  In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency.
