The New York City Housing Authority (NYCHA) is the nation's oldest and largest public housing authority with more than 168,000 apartments and over 370,000 residents. NYCHAs mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections.

Position Summary

NYCHA's Queens/SI Property Management Department is seeking a highly qualified and dynamic leader to serve as the Operations Administrator (OA) for Public Housing Operations. Reporting to the Office of the VP for Brooklyn PHO as an integral member of the department's senior team, the OA oversees public housing operations for their borough including asset-based management, budgeting, property maintenance functions and allocation of skilled trades.

Boroughs are divided into Neighborhoods, each containing approximately 5,000 apartments. The OA assists the VP of PHO in managing the Neighborhood Administrators for each Neighborhood. The OA will support performance management of property management operations, use goal setting, action plans, and performance monitoring to improve service delivery, and regulatory compliance. The OA will assist in evaluating and improving tools for financial management, work methods, employee, and resident engagement. The OA will be an experienced leader in the fields of property management, facilities operations, or related industries. The OA will have demonstrated and extensive team management experience in challenging public and/or private sectors. The candidate will be an effective communicator and a results-oriented problem solver who leads diverse management and technical teams.

Primary Responsibilities

  • Assist the VP of PHO in leading property management departments, ensuring that operations are executed in accordance with the established NYCHA policies and procedures, and HUD

regulations.

  • Assist in developing, implementing, and monitoring financial reports and key performance indicators; identify trends and isolate outliers that should be addressed with targeted strategies.

  • Assist in directing oversight to Neighborhood Administrators that are tasked with monitoring the performance of a portfolio of properties within a geographical area.

  • Solicit feedback from the leadership team to identify gaps and propose corrective action plans, including mechanisms to evaluate progress; ensure that lessons learned are accurately

documented and fully incorporated into the day-to-day oversight function.

  • Build and maintain solid relationships across the organization at the executive, supervisory and staff levels.

  • Build and maintain solid relationships with all Resident Associations and resident leaders within your borough.

  • Model and enforce quality customer service to residents, specifically for property management and maintenance services.

  • Lead and participate in internal and external meetings including with regulatory agency staff, elected officials, residents and other key stakeholders.

  • Spearhead and participate in special projects as needed for the Office of VP Brooklyn PHO.

  • Coordinate with internal support functions: Human Resources, Finance, Procurement and Information Technology, in order to advocate for resources for your borough.

  • Allocate centralized resources as required across Neighborhoods.

  • Enforce centralized standards across all neighborhoods and developments - key performance indicators, qualitative measures, etc.

  • Advocate and communicate borough-level capital project needs and prioritization.

Minimum Qualifications

1.A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties

having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or

2.Education and/or experience which is equivalent to "1" above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.

Preferred Skills

Preferred Education & Experience

  • Experience in property management including both renting and operating the managed properties. Experience in renting could include interviewing prospective tenants, qualifying tenants' income and background, and/or assuring that vacancies are ready for occupancy. Experience in operating could include overseeing maintenance and repair of building operating systems and overseeing staff to assure that necessary work is properly completed.

  • Experience engaging and working with diverse resident portfolios (example: Low Income Housing Tax Credits, Project Based Vouchers, or Special Housing Program). Key Competencies

  • Leadership and Capacity Building: A proven leader with senior level experience in a broad variety of real estate and asset management areas, with the ability to lead a diverse and dynamic team on an individual and corporate level. This includes the ability to cultivate creativity and innovation while enforcing accountability and maintaining high levels of work ethic.

  • Solutions-Driven and Entrepreneurial: A creative thinker with experience in property management leasing, rent collection, recertification's, maintenance, and repairs services.

  • Strategic Communicator: Proven ability to communicate clearly, both written and verbal, while maintaining an acute discernment of audience. Experience engaging with a wide variety of stakeholders, from community residents to private developers, to small business owners, to advocacy groups, etc.

  • Data-driven Manager: Mastery of using data and metrics to drive decisions and measure performance.
