Job Responsibilities

This position will support the procurement process for Information Technology purchases for the South Carolina Department of Public Safety. by compiling quotes, creating shopping carts, tracking orders, and confirming item receipt to ensure all purchase align with the Agency's annual IT plan.

Coordinates complex administrative, business management and/or support activities. Performs activities related to fiscal management and procurement of IT goods and services.

Research, compiles, and prepares supporting documentation for IT purchases. Submits shopping carts in SCEIS. Applies the appropriate General Ledger code to accurately categorize each item.

Enters the appropriate funding account information for shopping carts. Ensures that Agency contact information for each renewal contract is up to date.

Verifies the accuracy of purchase order to ensure invoices and payments are processed in a timely manner. Coordinates with vendors to obtain order status.

Tracks purchases from creation to item receipt. Verifies procurement acquisitions and initiates /completes the goods receipt. Assists in the request for vendor quotes.

Performs periodic review of actual expenditures to budget allocations and extrapolates current expenditure trends to determine remaining available funds. Assists OIT Management in the preparation of annual OIT budget requests and the annual IT Data Collection report.

Tracks the expenditure of approved budget requests. Assists with maintaining OIT software inventory. Assists with preparing and submitting IT plans for all purchases over $50,000.

Monitors agency end-user computing device standard compliance. Assists with the management of agency's wireless service portal to ensure lines of service are activated, deactivated and transferred as necessary. Assists with the ordering, programming, issuance and support of agency cell phones and wireless data devices.

Performs other duties pertaining to the function, authority and responsibilities for the positions as assigned or required. Participates in various short-term projects as a participant or a team lead.

Minimum and Additional Requirements

State Minimum Requirements

A high school diploma and relevant experience in business management, public administration or administrative services. A bachelor's degree may be substituted for required work experience.

Agency Additional Requirements

Knowledge of agency policies, procedures, rules, regulations and program services. Knowledge of federal and state laws, policies, procedures, rules and regulations related to the specific administrative/management function.

Knowledge of governmental fiscal and personnel procedures, practices and policies. Knowledge of modern office practices, procedures and equipment. Ability to coordinate diverse administrative/management functions.

Ability to establish and maintain effective working relationships. Ability to communicate effectively.

The employee will work with limited supervision using personal judgment and discretion to make responsible decisions.

The employee will be required to sit for long periods and work with a computer to complete duties. Employee will also be expected to bend, stoop, squat or stand on hard surfaces.

Employee could be expected to lift and move equipment weighting between 20 and 80 lbs. Employee could be expected to travel to remote sites. The employee will be expected to interact with customers on a frequent basis.

For hazardous or emergency purposes this position is considered essential staff.

Preferred Qualifications

Prior experience with SCEIS shopping cart process.

Knowledge of procurement process.

Knowledge of various computer software packages including MS Office and OnBase. Ability to review and interpret financial data, records and reports.
