The Property Tax division within the Land Information and Taxpayer Services (LITS) department is seeking an Administrative Assistant to provide administrative support to the Navigator Program and to ensure the program meets its mission, vision, and program goals. This position will work closely with the Property Tax Navigator Program Coordinator and team in a resident-oriented environment to assist with residents, support and improve department operations, and to be innovative in advancing program objectives.

The mission of the Property Tax Housing Navigator program is to improve and sustain resident stability and well-being by connecting to human service programs and community resources to address the negative consequences of tax-delinquency and tax-forfeiture.

Location and hours:

This position is hybrid and will be performed both on-site at the Government Center located on 300 S 6th St, Minneapolis, MN 55487. Work hours will be Monday through Friday, 8 a.m.

  • 4:30 p.m. with Tuesdays dedicated to being onsite. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:

  • Review late current year and early delinquent residents from both the output of the predictive model and referrals and identify those residents in need of services and referring to navigator as needed.

  • Help to develop educational materials and plan outreach events, sometimes in conjunction with other departments, to educate the public on how property taxes work and the importance of paying them.

  • Collaboratively identify metrics to measure the success of the navigator program and to assist in tracking delinquencies and forfeiture trends year-over-year and map them out.

  • Participate in project teams working on major projects to help the county in identifying properties that are at for property tax delinquency and assist in determining how to educate and support these residents.

  • Alongside the program coordinator, serve as an additional general expert on property tax topics, such as confession of judgement, notice of expiration of redemption, and forfeiture, providing information, guidance, and direction to navigators on these topics.

  • Help create resident communications and outreach efforts.

Need to have:

  • One of the following:

  • Four years or more of experience in general administrative work related to the management of departmental/organizational operations or in a specialty area appropriate to the position.

  • Note: General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.

  • Bachelor's degree or higher in public administration, business administration, or another field appropriate to the position.

Nice to have:

  • Experience:

  • Working with Minnesota property tax statutes, rules, and regulations.

  • Working with delinquent tax issues including confession of judgement, notice of expiration of redemption, forfeiture and repurchase.

  • Communicating technical information to internal and external agencies.

  • Working with residents.

Knowledge of Minnesota property tax laws and related Hennepin County processes, procedures, and systems. Skill in using Microsoft Office applications (Word, Teams, PowerPoint, and ExceI) to organize work and communicate results.Ability to:

  • Present information and convey issues and complex information to both technical and non-technical audiences.

  • Work effectively in teams, collaborate with staff, stakeholders, and residents.

About the department:

Land Information and Tax Services is a department within the Resident Services Line of Business of Hennepin County that covers foundational responsibilities of government: land surveying, land recording, property tax collection and distribution. We also provide critical infrastructure and innovation support to departments throughout Resident Services.
