This position is responsible for the creative and graphic design of marketing materials that promote enrollment and visibility of sports; adventure; nature; fitness; dance; youth, adult and teen classes; volunteers; child care; therapeutic recreation and inclusion; senior adults; trips and tours; heritage programs; summer and school's out camps and classes; and special events. In addition, the position works with Parks and Planning on signs. The Art Director works directly with and under the direction of the Superintendent of Public Information & Marketing.


Performs intermediate professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes administrative support of a functional program and professional level analysis coordination of functional office programs and activities.

Promotes programs and county messages through well-designed print design, photography, videography, e-mail marketing, social media, websites, and more.

Deemed essential in an emergency, at the discretion of the director.


Works and cooperates with individuals at all levels - internally and externally to the department and county (internal and external clients, senior officials and vested stakeholders) to provide recommendations on best practices in marketing, branding and design.

Communicates effectively with internal and external vendors (ex: printers, computer programmers & developers, and technicians) to complete final products.

Presents information effectively to groups and respond to questions from internal and external clients.

Assist with new, department sponsorship program.

Serves as HCRP PIO at events as needed.

Serves as liaison/representative for Recreation & Parks marketing division at meetings and events (some are during the evenings, weekends or early mornings).

Brainstorms design ideas that include brochures, fliers, web graphics, videography, park signs, and other supplemental design elements.

Provides design guidance on how to best meet program/event/park/facility needs within the Howard County brand.

Presents new design ideas and evaluates current design initiatives and needs.

Oversees design staff. (This includes interns, volunteers or full-time positions performing design work for Recreation and Parks.)

Recommends new or modified work methods, procedures and processes, and organizational structures to effectively plan and administer the application of technology to the Department.

Reads, analyzes and interprets general business periodicals, professional journals and technical procedures.

Identifies and applies good sustainability practices into all aspects of Department operations.

Identifies methods to ensure marketing material is ADA-complaint with assistance from Therapeutic Recreation staff.


Acquires and reviews quotes, decides on which quote to use, and adheres to budgets and schedules.

Purchases print, promotional items, signage, banners, and other items through print companies.

Administrators, reviews and pays bills.

Must be able to reconcile a monthly PDQ statements using a monthly bank statement

Maintains updated and accurate records aiding in cost effective and streamlined workflow.

Works with Purchasing Department by reviewing the HCRP Activity Guide printing contract and makes recommendations. Aids in establishing specks and distribution methods for

Activity Guide.

Understands County Purchasing contracts for print, promotional items and apparel.


Designs graphics and logos with strong understanding of best practices.

Discusses strategies for increasing visibility, enrollment, program, and event attendance as part of an immediate and long-term plan.

Reviews, oversees and provides feedback on all marketing and designed efforts.

Archives and maintains digital files.

Manages marketing requests each month. Establishes timelines and ensures projects are completed in a timely manner.

Researches available technologies to assist with marketing and design tasks.


Creates, upgrades and improves websites.

Creates email-marketing campaigns using Constant Contact. Manages, maintains and trains others within the department on Constant Contact email marketing software.


Understands social media platforms, how to best scale images to fit them, and researches trends.

Provides and reviews graphics and videos optimized for various social media platforms.

Identifies stories that would be good for social media.


Assists with all department signage. Including historic informational panels and signage for facilities, parks, and special events.

Acts as the HCRP Logo and Brand ambassador.


Photographs and videotapes programs, camps, ceremonies, media events, and special events.

Provides graphics and videos optimized for SCALA and video boards.

Storyboards, films, edits, puts in captions, and produces department videos.

Provides photographs and video to PIO from events that include the County Executive as needed.

Administrators and maintains stock photo account(s).

Edits photos and videos in the Adobe Creative Suite Seminar


Directly supervises full time designer and contingent designers in Marketing division. Carries out supervisor responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work, appraising performance, rewarding and disciplining employees; addressing complaints and resolving issues.


Bachelor's Degree and 2 years related experience.


This position requires advanced knowledge of design software, design trends and must have a strong background in graphic design, where work can be presented. Person should have an understanding of copyright and intellectual property issues pertaining to communications.

Should be detail-oriented, with the ability to multi-task and manage competing priorities. The work required for this position is performed primarily in the office with some work at a variety of locations.


Advanced knowledge of web graphics and graphics software packages

Advanced knowledge of graphics programs, especially the Adobe Design programs

Strong photography skills that include photographing and editing photographs in addition to lighting.

Strong videography abilities (able to edit videography and sound clips)

Knowledge on drone videography and able to edit raw drone footage

Knowledge of drones and is able to communicate with drone pilots effectively

While performing the duties of this job, the employee is regularly required to communicate and hear. The employee is required to access unpaved paths and rough terrain to acquire video and photography; and use hands to finger, and handle items.

Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus on camera and video lenses and design elements. The employee will be required to carry up to 50 pounds of equipment and transport video, photography and related items that include but are not limited to portable lighting, tripod and speakers.

Ability to write general copy, well-written emails, and other correspondence with staff and general public.

Create, evaluate, and negotiate budgets. Ability to calculate figures and amounts such as discounts percentage increases/decreases. Ability to apply concepts of basic algebra and geometry.

Ability to begin new campaigns through research and trainings when necessary or required. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to facilitate the needs and concerns from multiple parties in a professional manner.


Possession of a valid driver's license.
