Job Description:

Supervises and coordinates non-clinical staff, administratively support clinical staff, and daily operations of practice(s) for a Department/Division or Service Line. Performs diversified administrative responsibilities in the areas of Business Operations, Financial Management, Human Resource Management, Information Management, Organizational Governance, Patient Care Systems, Quality Management and Risk Management.

1.Business Operations

Supervises business functions (i.e. appointment scheduling, patient pre-registration/ registration, insurance verification, referral management/pre-authorization, co-pay collection, charge entry and capture activities) to ensure processes are operationally efficient and effective.

  • Coordinates daily operations and overall accountability of staff.

  • Reviews operational reports and collaborates with administrative/revenue cycle management to monitor key indicators such as arrivals, no-shows, cancellations, bumps, patient cycle time, and appointment lag.

  • Ensures adequate inventory of supplies

  • Implements established strategic plans and objectives based on the mission and vision.

  • Supports clinical staff, administratively.

  • Analyzes, recommends, implements and monitors approved, compliant work-flow changes.
    2.Financial Management

Manages site(s) in a fiscally responsible manner.

  • Operates within the context of an established budget and monitors budgetary variances.

  • Ensures front-end and revenue cycle operations are followed (i.e. co-pay collection, denial management, insurance verification, missing charges, and other key functions are handled in an accurate and timely manner)

  • Ensures strict compliance with internal controls for cash management.
    3.Human Resource Management

Engages workforce to obtain high performance.

  • Supervises, hires, trains, disciplines and evaluates the performance of non-clinical staff.

  • Identifies staffing needs and skill mix, and manages appropriate staffing for practice site(s); oversees scheduling (vacation, holidays, and medical leave of absence) to ensure adequate coverage.

  • Prioritizes, assigns and monitors staff to optimize operational service.

  • Fosters a culture of learning and development.

  • Coordinates workforce related activities for recruitment and retention of staff.

  • Ensures employee satisfaction and engagement.

  • Maintains employees' departmental file

  • Manages the timekeeping/payroll process.
    4.Information Management

Manages information in and out of the practice(s)/hospital/site.

  • Participates in technology implementation plans.

  • Encourages communication between staff, physicians and hospital to enhance team dynamics.

  • Reviews patient communication procedures.
    5.Organizational Governance

Upholds and communicates the mission, vision and values of the organization.

  • Manages and maintains relationships between Department/Division or Service Line, staff and stakeholders.
    6.Patient Care Systems

Upholds and promotes value of patient experience by putting the patient first.

  • Ensures patient-centered approach to care focusing on safety, quality, and operational efficiencies.

  • Maintains referral relationships for practice(s).
    7.Quality Management

Ensures participation in quality initiatives to improve healthcare and ensure patient safety. Aligns programs with hospital quality management initiatives if applicable.

  • Coordinates participation in mandatory and non-mandatory performance improvement initiatives at the practice level.

  • Implements and monitors changes required related to various regulatory agency standards and/or public health law; manages compliance with Joint Commission, Department of Health, Public Health Laws, Institutional and Departmental rules and regulations.

  • Reviews Policy and Procedure Manual, and makes recommendations for updates, as appropriate.
    8.Risk Management

Ensures staff adheres to Corporate Compliance Program, HIPAA and other regulatory standards.

  • Ensures compliance related to billing, coding, and documentation standards.

  • Executes the disaster recovery plans to ensure patient safety and business continuity during emergencies.
    9.Performs related duties, as required.


  • Associates Degree in Business, Health Care Administration or related field, required. Bachelors degree, preferred.

  • Minimum of five (5) years progressive office administrative experience in healthcare and/or ambulatory practice setting including two (2) years leadership responsibility such as leading/guiding; monitoring/coaching/training; scheduling/ prioritizing/ assigning; analyzing, implementing and monitoring Quality Control/ Performance Improvement/Budgets; and/or coordinating Inventory/Information/ Projects, required. Supervisory experience, preferred.

  • Based on departmental operating requirements, bi-lingual communication skills maybe required.

Carries out the System, Hospital and Nursing Service mission, vision, values and the overall strategic planning, clinical management, patient care, budgeting, financial management and quality management on the unit. Promotes the health system service standards and creates a patient focused caring environment while addressing and meeting the individual needs of the patient. Fosters an environment of collaboration and respect with physician colleagues, nurses and other healthcare team members. Standards Compliance * Maintains current knowledge of and ensures compliance with all regulatory and professional standards of care which includes JCAHO, CMS, IHI, CAP, etc. * Utilizes creativity in developing quality/performance improvement programs, instructing staff and implementing new and improved standards. * Utilizes results from "tracer" methodology tools to develop corrective action plans to ensure that quality of care is embedded into clinical practice on an ongoing basis. Operational Performance * Develops, prepares and monitors the personnel, supply and equipment budgets in collaboration with the staff and support department directors. * Develops long-term unit staffing schedules and ensures adequate daily coverage in accordance with established staffing needs. * Develops measures and monitors unit operational performance metrics inclusive of LOS, agency and overtime costs, vacancy and turnover rates. * Clinical Practice/Patient Care * Collaborates with the Nurse Executive to establish nursing care standards and evaluates staff compliance. * Identifies research protocols effecting the patient population served and keeps nursing staff informed. * Facilitates the effective provision of support services essential to patient care. * Maintains a safe and caring environment for patients that is conducive to positive health teaching, and maintenance; patient and family expectations of care; develops mechanism to assess same. * Develops unit goals and objectives to support the institutional values and goals, with input from staff. * Recognizes the need for patient care to be delivered in a culturally sensitive manner and role models sensitivity to staff. Management * Participates in the overall planning process for the service. * Responsible for the overall planning process for the unit. * Uses findings from patient satisfaction survey and with input from the staff, to establish unit based customer services agenda. * Uses findings from staff satisfaction survey and with input from the staff, to establish a unit based recruitment and retention agenda. * Develops an effective plan for delivery of nursing care within the assigned area of responsibility. * Responds to patient and family concerns or complaints with sensitivity and compassion in a timely fashion. * Conducts monthly meetings with the staff to address equipment, scheduling, goals and objectives, performance metrics and improvement activities, and any staff concerns. * Human Resource Development/Management * Hires, educates and evaluates staff. * Works with Human Resources to counsel, discipline and terminate staff as needed. * Educates staff in new and existing department procedures and systems (e.g. information systems, fiscal responsibility, etc). * Makes recommendations and provides opportunities for growth and development of personnel and arranges for appropriate education and training. Is able to identify at least one potential successor to the Nurse Manager role * Creates and maintains a supportive working environment for all staff, and students. * Demonstrates self-development and keeps current on a variety of clinical management and health care topics. * Completes the CLI Core Management Series and appropriate management conferences. * Responds in a timely fashion to staff concerns and functions proactively to retain staff * Establishes unit metrics and goals to measure effectiveness of retention strategies. * Creates and maintains an atmosphere of respect and courtesy toward patients, staff and colleagues. * Employs learning organization principles and techniques in all aspects of unit leadership * Promotes a level of professionalism on the unit.
