ADEM is committed to responding quickly to the needs of the citizens of Arkansas during times of disaster, whether it be natural or man-made. All ADEM staff, regardless of position title, serve a role in the State Emergency Operations Center (SEOC) to aide in response efforts.

ROLES AND RESPONSIBILITIES: The working title for this position is the Northwest Area Coordinator reporting to the Field Operations Branch Manager within the Preparedness and Response Section. The successful applicant will be responsible for the following job functions.

1.Providing emergency management coordination in the ADEM Northwest Area to include the counties of; Benton, Boone, Carroll, Crawford, Franklin, Johnson, Logan, Madison, Newton, Pope, Scott, Sebastian, Washington, and Yell.

2.Effectively communicate with local government, state government, federal government, private sector, and non-governmental organizations during the response to and recovery from disasters and/or emergencies.

3.Interface and understanding of all programs and program staff within ADEM and the ability to assist local jurisdictions in understanding and application of these programs.

4.Attends meetings, conferences, workshops related to emergency management to develop and maintain relationships with other emergency management specialists.

5.Respond to disaster scenes and coordinate emergency activities.

6.Be familiar with operating emergency response equipment including emergency response vehicles and AWIN radios.

7.Collaborates with other officials in order to conduct and analyze damage assessments following disasters or emergencies.

8.Must be available 24/7/365 for disaster/emergency operations and will support the activation and response; must be available to work extended hours and outside of the assigned areas as necessary during the Response and Recovery phase of a disaster.

9.The selected applicant is required to live within the State of Arkansas and a reasonable distance (approximately 30 miles) from the designated duty station and/or work station of the assigned ADEM area.

PREFERRED QUALIFICATIONS: Demonstrate leadership qualities; excellent customer skills; the ability to understand and correctly interpret written guidance and policy documents; must work well in a team environment; ability to conduct group briefings/ presentations; exhibit self-management skills. The successful applicant must be proficient in the use of Microsoft Office products and have strong knowledge of the Incident Command System (ICS) and the National Incident Management System (NIMS).

Summary

The Arkansas Department of Emergency Management (ADEM) Area Coordinator and is responsible for developing and managing various emergency plans and programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises technical and administrative support staff by interviewing, recommending for hire/termination, assigning and reviewing work, counseling, and evaluating the performance of incumbents. Designs and administers emergency/disaster preparedness training courses that teach people how to effectively respond to major emergencies and disasters.

Collaborates with other officials in order to prepare and analyze damage assessments following disasters or emergencies. Attends meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists. Prepares plans outlining operating procedures to be used in response to disasters/emergencies such as hurricanes, nuclear accidents, terrorist attacks, and the recovery from these events.

Reviews emergency plans of individual organizations, such as medical facilities, in order to ensure their adequacy and compliance with guidelines. Responds to disaster scenes by coordinating activities during disaster situations and establishing communications base and applications center. Negotiates contracts with the Federal Emergency Management Agency by determining number of plans to be written yearly and required budget. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of state and federal laws and guidelines applicable to emergency operational planning.

Knowledge of planning, research, and analysis techniques and practices. Knowledge of grant administration. Ability to plan, organize, and oversee the work of subordinates.

Ability to prepare disaster and emergency response plans. Ability to develop training plans and instruct emergency personnel on disaster planning and response. Ability to analyze program problems and develop feasible solutions.

Ability to assess disaster damage and document findings. Ability to coordinate emergency activities at disaster scenes. Ability to utilize Microsoft Office.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public administration, public relations, or related field; plus three years of experience in emergency management planning or related field, including one year in a leadership or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Refusal to take the drug test or results that indicate a presence of illegal drugs or prescription drugs for which the individual has no prescription will be the basis for precluding the individual from employment. Additionally, employees are subject to random drug and alcohol tests as a condition of continued employment.

This position has a mandatory 6-month probationary period. This position also requires mandatory 5.50% contribution to the Arkansas Public Employees Retirement System.
