Active Transportation Coordinator

The City of Oceanside is currently accepting applications to establish an eligible list for Active Transportation Coordinator. This position will report to the City Traffic Engineer and will work with professional and technical staff to develop and implement the City's vision for active transportation and micromobility infrastructure, promoting safe and active transportation.

Examples of Duties

Functions as the City representative. liaison before advisory bodies, regulatory agencies, transportation agencies with County, regional and State agencies specific to active transportation and micromobilty. Works with professional and technical staff to develop and implement the City's vision for active transportation and micromobility infrastructure, and to program and deliver projects. Implements planning documents, including the Safe Routes to School, and Bicycle and Pedestrian Master Plans. Obtains funding for projects and programs through grants and other funding sources, including through approved regional sales tax initiatives. Manages funding allocations, including reporting requirements. Develops multi-phase capital improvement projects, including preliminary concept, design, plans, specifications, estimates, and environmental work to facilitate the award of funding and project delivery. Embraces transparency and proactively seeks meaningful input from stakeholders serving as the representative, liaison, and advocate before advisory bodies, regulatory agencies, transportation agencies, and other bodies, as required. Coordinates responses to active transportation and miromobility inquiries, concerns, suggestions and complaints in a timely and professional manner. Prepares and makes presentations to the city council, commissions, advisory bodies, neighborhood groups, and community organizations. Reviews new development plans for active transportation components. Directs and implements bicycle education programs for adults and youths using guidelines established by the League of American Bicyclists. Reviews Bicycle and Pedestrian accidents, determines root causes and methods on how to reduce incidents. Provides staff support for the City of Oceanside Bicycle and Pedestrian Committee. Manages and maintains recreational kiosks, bicycle repair stations, Bike Station parking facilities and bicycle and pedestrian counters throughout the City. Promotes City cycling events; Race Across America and Bike the Coast. Performs related duties as assigned.

Minimum Qualifications

Knowledge of:

• Principles and practices of pedestrian and bicycle facility planning, design, and construction.

• Civil and transportation principles, concepts, standards, and practices associated with public works programs and private development projects, including engineering, planning, and established and developing multi-modal concepts.

• Project and contract management practices in a public agency setting.

• Development standards and application of transportation mitigation measures to development projects.

• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility, including California Vehicle Code, California Manual on Uniform Traffic Control Devices (CA-MUTCD), the National Association of City Transportation Officials (NACTO) Urban Bikeway and Urban Street Design Guidelines, American Association of Transportation and Highway Offices (AASHTO) Design Guidelines for the Development of Bicycle and Pedestrian Facilities, California Environmental Quality Act (CEQA), and Caltrans Highway Design Manual.

• Principles and practices of Complete Streets, Shuttle Service Programs, Safe Routes to School Initiatives, Transportation Demand Management, Active Transportation

• Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations.

• Principles and practices for developing, implementing, delivering, managing, and evaluating transportation and mobility projects and programs.

• Principles and practices of local government processes and community engagement techniques.

• Principles and practices of budget development, administration, and accountability.

• Statistical and quantitative analysis techniques and conflict resolution skills.

• Professional level writing techniques include proper grammar, spelling, vocabulary, and punctuation.

Ability to:

• Interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations, technical written material, and policies and procedures.

• Prepare, understand, and interpret plans, specifications, and other contract documents in accordance with design requirements and applicable standards and regulations.

• Effectively represent the City in meetings with governmental agencies, community groups, businesses; professional, educational, and regulatory organizations; and in meetings with property owners, developers, contractors and the public.

• Establish, maintain, and foster positive and effective working relationships and networks with those contacted in the course of work.

• Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet deadlines.

• Manage multiple priorities, including large and complex projects, concurrently, on-time, and within budget.

• Operate modern office equipment, including computer equipment and software programs relevant to the work performed.

• Communicates effectively in person, over the telephone, and in writing.

• Establish and maintain and promote positive and effective working relationships with employees, agencies, and the public.

• Consistently demonstrate professionalism and exceptional customer service.

Experience and Training:

Experience: Two years of increasingly responsible experience in transportation planning, urban planning or related field.

Training: A Bachelor's degree from an accredited college or university in engineering, planning, science or a related field.

License/Certificate:

• Possession of, or the ability to obtain and maintain, an appropriate, valid California driver's license.

• Possession of the League of American Bicyclist Instructor Certification within 12 months of hire date.

Working Conditions and Selection Process

Environmental Conditions: Office and field environment; travel from site to site; exposure to traffic.

Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Selection Process: All applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include a written and/or oral examination to assess job-related education, experience and training. Candidates who successfully complete the examination process will be placed on an eligible list according to their scores and will remain eligible for employment consideration for a minimum of six months.
