Responsibilities
This individual will work with other systems engineers and subject matter experts to support the client's program management office (PMO), which is responsible for developing programs of records (POR) and the acquisition, deployment, and sustainment of technologies, systems, and services to protect the nation's borders. From program planning and market research to trade studies, requirements definition, engineering analysis, decision support, cost-wise readiness, lifecycle logistics support, and program execution assistance, this individual will apply sound systems engineering and logistics principles and ensure that DHS and CBP directives, policies, and processes are followed to meet the client's objectives.
Your responsibilities may include:
Provide full lifecycle systems engineering support to programs and projects, ushering programs through their acquisition lifecycle from Program of Record (PoR) establishment to program awards, deployment, operation, and sustainment
Lead or support the development of engineering and project plans
Provide technical support including assessments and briefings in support of SELC technical gate reviews
Participate in IPTs and Systems Engineering and Logistics work groups
Perform trade studies and other technical investigations as required
Participate in program-level review boards, including engineering, configuration, risk, and test review boards
Support or lead the planning, execution, data collection, evaluation, and assessment of system acceptance tests, technical demonstrations, and other technology and/or systems evaluation efforts
Assess contractor deliverables against requirements
Maintain comprehensive awareness of the programs and contract's progress with respect to cost, schedule, and performance as an enabler to informed decision making
Function and data requirements analysis documentation preparation
Provide Executive Management Decision Makers with timely, complete and accurate information to make informed decisions
Support the oversight of program lifecycle logistics planning and implementation support
Assist with the development and implementation of logistics policies
Qualifications
Minimum of 10 years of relevant experience and a BS degree in systems engineering, logistics or a related discipline.
Expert understanding of the DHS acquisition life cycle framework
Experience with the full Systems Engineering Life Cycle (SELC) and its processes and practices
Self-motivated, proactive, independent performer who can perform well in a collaborative, team environment
Demonstrated ability to work within a highly functioning systems engineering team and develop/execute complex tasks
Experience leading cross-functional teams
Experience in developing engineering and project plans
Outstanding communication, presentation, and leadership skills
Understanding the following topics:

Modeling and Simulations Support
Test and Evaluation Support
Information Systems Security Support
Possess the ability to be flexible in a fast-paced environment
Possess strong organizational skills to enable working with project teams, service providers and various stakeholders
Ability to think strategically
Possess strong interpersonal skills, including an ability to collaborate well with others and build strong relationships 10+ years' work experience in System Engineering and a Master's degree in engineering, computer science or related STEM field.
High proficiency in Microsoft Word, Excel, Outlook, PowerPoint, Project and SharePoint
Ability to effectively solve problems with minimal guidance
Strong organizational skills and attention to detail through effective prioritization strategies
Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred.
