This position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Resources and Planning Division. Serves as a trouble-shooter, providing authoritative advice and guidance on procurement matters to the Chief Administrative Officer, Director and Deputy Director in the Office of Human Resources.

The individual selected for this position will:

  • Conduct review of contracting processes and recommends improvements to be more effective, efficient, and supportive of customer needs.

  • Serve as a liaison between the Office of Human Resources (OHR) and various internal components in the Office of the Chief Financial Officer (CFO).

  • Attend and/or presents at meetings, briefings, program reviews, and serves on panels, committees and task forces to advise officials of current status and persuade them to approve recommended contracting requests, procurement actions and estimates.

  • Serve as the Contract Officer's Representative (COR) for all OHR contracts.

  • Perform the acquisition activities necessary to procure equipment and contractual services for the Office of Human Resource (OHR).

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Administrative and Management Positions can be found at: 1101. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:

Skill Set 1 - Experience serving as a certified FAC-COR Level II or Level III acquisition liaison to an organization to develop acquisition plans to acquire products and services in compliance with the Federal Acquisition Regulations and/or departmental policies.

Skill Set 2 - Experience preparing task orders, reviewing invoices and deliverables, assisting with program planning and execution of contract changes and providing appropriate contract surveillance.

Skill Set 3 - Experience working with various contracting methods that includes conducting market research, developing solicitation materials including evaluation criteria, evaluating contractor proposals, and preparing technical evaluations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Education may not be substituted for specialized experience at this grade level.

ESSENTIAL DUTIES: * Conduct activities required by the client system acquisition life cycle across all process stages for multiple programs. * Develop and update program management plans and life-cycle cost estimates. * Develop market research plans, analyses, and acquisition plans. * Compile and develop cost estimation and acquisition program baseline documentation. * Support the planning, programming, budgeting, and accountability process for resource allocation planning, congressional justifications, and acquisition planning. * Develop artifacts required by client and the systems engineering life cycle. * Meet or exceed targeted billing hours (utilization). * Assist with business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials. * Certification in acquisition management such as DAWIA is desirable. * Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint. * Ability to communicate clearly with a variety of stakeholders. * Ability to effectively solve problems. * Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications. * Active U.S. Customs and Border Protection background investigation preferred.
