What You'll Get to Do:

You will support a DoD client providing exemplary acquisition and contract management Information Technology (IT) systems support.

More About the Role:

As an outstanding acquisition application manager, your responsibilities will include:

  • Providing support to the Contracting Office for the E-Commerce Operations applications with Systems Administration consultation and representation specific to Management Tracking and Reporting (MTR), along with its sub-system applications;

  • Contractor performance evaluations regarding the scope of work for contractor deliverables;

  • Attend working group meetings as they occur daily/weekly/monthly and working directly with project managers, programmers/developers, third party vendors and end-users to ensure software functional and technical design requirements are met;

  • Evaluate/analyze the establishment of and changes to E-Commerce applications/subsystems business rules;

  • Coordinate and Verify that all Managed Care Support Contractor Services (MCSC) and other designated contractors with deliverables (weekly, monthly, etc.) for performance oversight and evaluations regarding each designated contractor's scope of work are appropriately uploaded into the Performance Assessment Tracking (PAT) tool and Extranet sub-system tracking tool;

  • Perform data analysis to compile contract life cycle information and prepare detailed high level executive reports on various contract activities as directed and/or required;

  • Provide technical application training and application administration support to the client's staff and other client regional offices; and

  • Prepare and maintain application training materials, desktop guides, and maintain the Home Page links to reference documents, contracting process flows, business rules, news announcements, etc.

You'll Bring These Qualifications:

  • A 4-year course of study leading to a bachelor's degree with a major in any field that includes or is supplemented by at least 24 semester hours in any combination of the following fields: finance, business, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, information systems or computer science. You may substitute 15 years of experience in information technology systems or computer systems related tasks;

  • A minimum of five (5) years of experience in IT System Administration, Contract Specialist, or Procurement Analyst;

  • Knowledge of DoD acquisition system policies and procedures, laws, and regulations;

  • Knowledge of the federal acquisition process and contracting principles;

  • Knowledge of the DoD Procurement Data Standard;

  • Ability to resolve complex problems and develop concrete action plans to solve problems; and

  • Must demonstrate customer service skills.

Qualified candidates must have a current TS/SCI level clearance with Polygraph. Job Description: Provide acquisition and project management SETA support to assist and advise the customer throughout the acquisition life-cycle to include: acquisition expertise, continuity of effort, and value-added judgement on a full spectrum of activities from pre-acquisition to program execution and performance management. Daily Activities include: * Provide overall lifecycle acquisition and program management support to the customer Program Manager(s), Contracting Officer's Technical Representative(s), and Contracting Officer(s) * Support the planning and execution of end-to-end acquisition life-cycle functions, including: * Market research * Assist in the development of acquisition strategies, acquisition plans, program requirements, incentive arrangements * Drafting acquisition documents including, but not limited to, Acquisition Strategies, Acquisition Plans, Statements of Work, Task Orders, and other required solicitation/contract attachments * Developing Requests for Proposal * Development of Contractor Bidders' Library for supported acquisitions * Proactive identification, assessment and resolution of risks associated with acquisition approaches for supported acquisitions * Supporting source selection activities as an advisor * Conduct programmatic analysis and provide strategic recommendations for activities or projects in the acquisition cycle * Supporting performance management activities * Supporting contract administration activities * Conducts analysis and monitoring of program requirements, performance metrics, financial limitations, and schedule * Provide recommendations to improve acquisition planning processes and streamline acquisitions * Track and perform programmatic reviews of non-SETA contract CDRLs * Provide administrative support to non-SETA contract award fee activities * Assist the Government with the oversight of the execution of non-SETA contracts * Participate in identifying and coordinating actions across the team Qualifications Clearance level must currently possess: Top Secret /SCI with Polygraph Clearance level must be able to obtain: Top Secret /SCI with Polygraph Qualifications: * Bachelor's Degree from an accredited college or university with nine (9) years of acquisition and Program Management experience, or the equivalent of thirteen (13) years+ of experience or more: or a Master's Degree with seven (7) years of experience; a PhD and four (4) years of experience in Engineering, Computer Science, Cybersecurity, or related technical discipline * Ability to establish trust-relationships as well as build and lead highly functioning, multi-faceted and "joint" teams across various operational sites * Demonstrated ability to manage multiple tasks and deliverables simultaneously * Possess knowledge of industry accepted standards and best practices related to Acquisition and Project Management * Proven technical IT expertise and communications skills that demonstrate the ability to interface with all levels of management * Demonstrated ability to conduct analysis and evaluations - making recommendations and providing professional advice and assistance to include preparing criteria and analytical aids, briefings, reports, and presentations * Experienced in resource and requirements analysis, planning, coordination, and scheduling * Ability to apply technical expertise in proper context for management review * Skilled/comfortable working in high-tempo environment, able to be flexible and to adjust to dynamic political, technical and/or fiscal challenges * Active TS SCI clearance with Polygraph Desired Qualifications: * Recent experience with the NRO Communications Systems Directorate and knowledge of their tools and processes * Contracting experience in the IC and/or DoD Desired Qualifications Overview SAIC is a premier technology integrator providing full life cycle services and solutions in the technical, engineering, intelligence, and enterprise information technology markets.
