In support of Project Manager Electronic Warfare & Cyber, the candidate will Participate in the formulation, justification, and execution of contracts and acquisition documentation. Prepare program documentation in support of Milestone Decisions and reviews. Assist in developing obligation plans, P&R Forms, Weapon System Reviews, and Program Objective Memoranda

Qualifications

Active Top Secret security clearance required
Bachelor's Degree in Business or Accounting required
Recent hands-on experience within a DoD or SETA PMO (Experience within a contractor PMO is not equivalent)
5-7 years progressive experience with DoD 5000 acquisitions
Experience with documentation to support Acquisition strategy, PWS, CDRLs, QASP. Review/editing/control of draft ADM & MFRs
Experience with technical evaluation of Task Order Proposals

This position performs various routine duties in support of acquisition program planning, coordinating, arranging, managing and conducting of test events, data collection and evaluation efforts. LOCATION:Aberdeen Proving Ground, MD JOB STATUS: Full-time TRAVEL: N/A REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills) SECURITY CLEARANCE: Must possess an active Top Secret/SCI Clearance EDUCATION: Must possess a Bachelor's degree in Business or related field. CERTIFICATIONS: N/A EXPERIENCE LEVEL: Senior, Fourteen or more years of experience to include one year as the team leader of an acquisition project and an additional three years as a practicing analyst responsible for a functional area of an acquisition program. OTHER QUALIFICATIONS/SKILLS: * Progressively responsible experience in the management of acquisition programs. * Experienced in both R&D production and/or deployment phases of the acquisition process. * Must possess sufficient familiarity with modern qualitative and quantitative analysis tools to apply to the solution of problems and to provide guidance to subordinates on the selection and use of such tools. * Discipline may be required to utilize advanced knowledge of modeling and measuring techniques, mathematics, statistical methods, engineering methods, operational mathematics techniques, and other principles of scientific and economic disciplines in determining solutions. * Must possess managerial or supervisory experience sufficient to ensure positive direction of subordinates. * Must be familiar with systems integration techniques, system trade-off analysis, and/or program planning. Support cost estimating, financial activities and processing reconciliations. Routinely provide detailed financial reports and documentation; providing analysis of financial statements and operating data. * Develop business case analysis (BCAs) and perform earned value (EVM) analysis, evaluate resource requirements for a set of complex weapon systems programs while maintaining program/budget systems, support the development cost and budget estimates for complex programs. * Must have experience using Automated Cost Estimating Integrated Tool (ACEIT). Must have a thorough knowledge of Cost Accounting Standards, Generally Accepted Accounting Principles, and the Federal Regulations. Qualifications * Bachelors of Science (BS) degree in related discipline required. * 3 plus years experience required. * DAWIA Level III Certification in Cost Estimating or equivalent * Must be proficient in Word, PowerPoint and Excel. * Ability to collaborate with a team of individuals and communicate with high level officials. * Must have an active and transferrable DoD security clearance at the required level.
