Modern Technology Solutions, Inc. (MTSI) is seeking an Acquisition Support Analyst to join our team. You will provide full-time hybrid (combination of onsite and telework) support to the Missile Defense Agency (MDA) Ground-based Midcourse Defense (GM) program in Huntsville, AL.

Responsibilities:
Interpret MDA acquisition guidance and support acquisition planning and MDS program integration
Understanding of PPB&E process; duties may include preparation, coordination, and review of POM and PB briefing and documentation
Develop RFP packages and organize technical evaluations of contractor proposals
Prepare planning documents to coordinate integrated acquisition strategies within the MDS and OGA partners
Support the development of acquisition implementing/operating instructions, directives, plans and policies
Review and provide analysis on various acquisition documents and products
Prepare MDS acquisition documentation and executive-level decision papers
Prepare and staff DA actions for functional and technical review and comment
Perform internal and external Agency coordination and reporting
Support the preparation and execution of executive-level Acquisition Strategy Panels and Boards, MDS and MDS component Acquisition Plans, program acquisition baseline reviews, acquisition lifecycle phase reviews; and other acquisition documentation and reviews
Develop and prepare acquisition documentation to support activities to plan, coordinate and execute reviews of acquisition policy and documentation; daily, weekly, and monthly status updates and reports; and activities to develop and manage electronic tools used to create, store, retrieve and manage documents;
Ability to collaborate and both troubleshoot problems and support the needs of the program office(s)
Ability to draft and brief complex acquisition solutions, e.g., Other Transactions (OT) and hybrid acquisitions or equivalent
Outstanding written and oral communication skills
Qualifications:
BA/BS in related field with 5 years relevant experience; MA/MS, CAPM, PMP or DAWIA Level II certification may substitute for 3 years of experience
5+ years directly supporting a Federal Acquisition program(s) as an acquisition/program analyst overseeing cost, schedule, and performance
Ability to prepare acquisition strategy for an Acquisition Strategy Panel and Acquisition Strategy Board or equivalent
Ability to review, process, and formulate strategy products
Ability to draft acquisition products, i.e. Inter-Agency Acquisition Requirements (IAR), i.e. briefings, MOAs, and IAR Support Agreements desired
Ability to draft Acquisition program correspondence/status reports, i.e. memorandums, EXSUMs, white papers, and Ad Hoc reports
Knowledge of system acquisition concepts, theories, principles, and standards
Working knowledge of applicable DoD acquisition directives to support the development of BMDS acquisition policy, plans, processes, procedures, and guidance for BMDS development and fielding
Requisite expertise to advise staff on acquisition, assessment, and oversight
Familiarity with acquisition program baseline management
Working knowledge of capability-based acquisition; and experience with Acquisition Strategy Panels and/or Boards and acquisition baselines are desired
Experience w/scheduling processes and tools; Proficiency in MS Office suite
Outstanding written and oral communication skills are essential
Desired Skills:
Experience with Other Transactions Authority contract mechanisms
Knowledge of missile system design, testing, and deployment highly desirable
Experience in one or more program offices is highly desirable
Current Secret Security Clearance Required and eligible for TS/SCI
