The following position description is only meant to be a representative summary of the major responsibilities and accountabilities performed by the incumbents of this position. Responsibilities

The Acquisition Analyst serves as an integrated part of the Acquisitions & Contract Management team for a major ACAT 1 Shipbuilding program. The selected candidate will perform a full range of contract support functions at an experienced level, and be capable of handling the duties outlined below:

  • Develop, with limited oversight and customer interaction, and draft contract modification documents (Drafts Purchase Requests (PRs) and Technical Instructions (TIs)) in order to extend period of performance, add funding, establish CLIN/SLIN, etc. per the direction of the Navy customer.

  • Organize all contract documentation, for each contract under customer cognizance, to allow for ready-access to support data calls and emergent tasking.

  • Maintain Baseline spreadsheets containing various data regarding CLIN Summaries for all contracts.

  • Prioritize programmatic and contract actions, based on urgency of need and complexity, and present in a clear/coherent manner for the Navy customer.

  • Reconcile financial information reports for prime contractors on the DDG 1000 program.

  • Communicate experiences, best practices, and lessons learned, from contract management, efforts across a joint Navy and contractor support team.

  • Develop written materials including all-hands emails, guidance, and process documents to assist with day-to-day operations of the program.

  • Interface regularly, and with limited oversight, with contracting officers from the Navy and Prime Contractor organizations. Be able to clearly relay customer needs to both organizations, such that contract actions can be closed out effectively and accurately.

  • Provide full life-cycle contract management support ranging from development of draft contract documents for a pending award, to supporting contractual efforts tied to program shutdown/closeout.

  • Develop and update a wide range of MS Office-based tracking and reporting tools (status of invoicing/contract burn rates, allocation of large sums of funding across contracts, status of deliverables required by contract to the Navy Team, etc.).

  • Provide mentorship and guidance to team members, leveraging best practices from previous contract management experience and customer support roles on other acquisition or lifecycle programs.

  • Act as Data Management liaison with prime shipbuilder.

Qualifications


Education, Work Experience, Skills and Clearance

Requirements:
  • Bachelor's degree and six (6) years of experience providing contract management support OR 10 years of relevant and recent experience, in lieu of a bachelor's degree, in support of contract management efforts.

  • Experience working within the contract management staff for US NAVY, US COAST GUARD, or other similar defense acquisition organizations.

  • Previous contract management experience and customer support roles on other acquisition or lifecycle programs.

  • Strong verbal and written communication skills.

  • Capability and willingness to work effectively within a team of contract and acquisition professionals.

  • Strong organizational skills (diligent management of conformed contracts and other contract documentation in hard copy and electronic medium) with an ability to effectively keep self and team members on task and aligned with priorities across the team.

  • Ability to work in a fast-paced environment as part of an integrated team and where the workload and priorities change quickly. Requires comfort and proficiency working both recurring and emergent tasks.

  • Possess a strong understanding of DoD contract language, contract structure, and the vehicles (modifications, task instructions, etc.) used to adjust the contract.

  • Exceptional command of MS Office Suite, including Outlook, Word, Excel, and PowerPoint.

  • Knowledge of SharePoint/IDE programs.

  • Will be required to become highly proficient quickly, with minimal oversight from direct supervisor and customer staff.

  • Possess initiative, follow through, and customer interaction ability.

  • Active SECRET security clearance verifiable in JPAS prior to start date.

Preferred:

  • Experience in support of Naval Sea Systems Command (NAVSEA) within a contract team environment.

  • Experience working with Financial Management Team and Products.

  • Experience as a Contracting Officer Representative or similar role.

  • Experience drafting correspondence in accordance with the Navy Correspondence Manual.

This position will be located in the Washington DC area. Your essential job functions will include but may not be limited to: * Conduct technical studies and analysis to enhance, streamline, and simplify both statutory and regulatory reporting requirements for acquisition system and program execution monitoring and reporting. * Conduct data analytics to evaluate program execution issues, performance, and long term trends to better inform Department leadership. * Prepare briefings and supporting documentation for senior DoD leadership. * Organize and lead cross-functional teams with OSD and Service stakeholders to review and analyze data requirements for adequacy, sufficiency, timeliness, and quality that potentially lead to improvements in data. * Review and assess existing Department data reporting systems, venues, and databases. Seek innovative ways to potential leverage off these systems collected and consumed by the OSD/Service, and that supports Congressional reporting. * Develop tools and displays necessary for Senior leadership executive level summaries such as scorecards, dashboards, reports, and inquires (e.g. by GAO, Congress, Senior Leadership). * Develope executive level briefings and deliverables. * Support acquisition program compliance with statutory and regulatory information reporting requirements, such as congressionally mandated Unit Cost Reports.
