Summary

The incumbent is the recognized acquisition expert within the organization responsible for the analysis, evaluation, approving or redirecting of the strategy, plans, and techniques of pre-award and post-award functions involving highly specialized procurements for weapons systems, subsystems and/or related mission support equipment programs/projects that have been determined by the Department of the Army to be of such significance that they require intensive management.

  • This position requires a Secret security clearance.

  • This position requires a Financial Disclosure Statement OGE Form 450.

  • This position requires the incumbent to travel away from the duty station up to 25% of the time.

  • This critical acquisition position requires level SENIOR LEVEL III certification in the acquisition career field of CONTRACTING.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:

One year of specialized experience which involves: contracting activities for a major systems acquisition program. Manage all facets of contract requirements from cradle to grave with minimal supervision; prepare contracts requirements packages including development of acquisition plans, acquisition strategies, performing market research, justifications and approvals and other acquisition related documents; coordination with requiring elements and Army Contracting Command for expeditious management and award of contract actions; coordination with cost and finance for IGCE completion and administration of funding. This definition of specialized experience is typical of work performed at the next lower pay band or grade/level position in the federal service NH-03 or GS-13 or above. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
