Accounts Payable Clerk

Salary Grade 14: $49,636 - $56,810

The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the position of Accounts Payable Clerk to assist the Division of Fiscal Administration at the New York State Office of Addiction Services and Supports (OASAS) in its administration of the Substance Abuse Prevention and Treatment Block Grant (SAPT). The initiative is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA).

Responsibilities include but are not limited to:

  • Train staff on procedures for processing.

  • Review expense reports submitted by Contractors to ensure they are completed accurately, that required documentation is submitted, and fall within the appropriate period. Ensure the expense reports are tracked, logged, and then distributed to staff for processing.

  • Calculate, reconcile, and prepare appropriate Federal Grant payments for Contractors.

  • Enter Grant payment vouchers into the NYS Statewide Financial System (SFS) accurately - ensuring payee name, payment amounts, descriptions, chartfield strings, interest eligibility, and various dates are correct.

  • Accurately update excel control sheets with Contractors' payment information.

  • Run necessary reports in the State Aid Budgeting System (SABRS) and SFS.

  • Communicate with Contractors about missing documentation or payment issues by telephone or written communications - email. Reminder and follow-up letters are to be sent in accordance with Unit established timelines.

  • Answer questions and provide information to Contractors, OASAS Regional Office, Budget, Contracts, and Procurements regarding activities, transactions, and procedures. Refer inquiries as necessary.

  • Review and respond to various issues either reported by staff, or involving SFS Accounts Payable, or SABRS.

  • Maintain various records/information. Includes scanning and saving records into LAN files, filing into appropriate Contractor folders, and updating excel spreadsheets/tracking logs. Information is to be filed in a timely and orderly fashion, in accordance with Unit guidelines

Minimum Qualifications:

Two years of experience in a clerical or office support role. Experience should be any of the following activities: data entry; math or calculations; mail, supply, and inventory-related tasks; keyboarding and other document preparation tasks; answering telephones; completing forms; assisting customers; creating or assisting in the preparation of reports, charts, graphs, and tables; and other related activities.
