Job Responsibilities

Under the direction of the Division Director, manages assigned daily operations and processes of statewide accounting functions to include accounting operations, financial reporting, and policy and procedure development and improvements. Ensures accurate completion of the account reconciliation process; financial reporting function; legislative monitoring.

  • Assists the division director by managing projects and supporting Debt Management Division staff in the maintenance, accounting, analysis, and reporting of debt-related information. Ensures the Bond Data and Capital Improvement Project segments of DMS functionality meet all accounting and reporting requirements.

    Provides recommendations and input in the design, implementation, and maintenance of debt related systems. Manages projects and supports the Debt Management Division staff on applications that issue bonds, calculate payments to debt holders, amortize debt obligations over time, measure revenues pledged to cover indebtedness against liabilities, and initiate and manage authorizations and expenditures of bond proceeds against capital projects approved for funding. Responsible for the administration and accounting functions for pre-signing and post-closing of bonds.

  • Assists the division director in the managing the issuance of general and revenue debt for the State, its agencies, and institutions as well as oversight of trustee and fiduciary functions performed by the division; specifically responsible for coordinating debt issuances with bond attorneys, financial advisors, underwriters, agencies, bond insurers, rating agencies, and bank trustees. Interacts with, develops, and maintains relationships with bond counsel and other professionals, including internal and external auditors.

    Assists the State Treasurer in representing the State's interest in various financings and preparation of various legal documents; manages the Master Lease and the Charter School Facility Revolving Fund Programs; ensures that the State and its agencies and institutions and charter schools are in compliance with federal arbitrage rebate regulations and/or constitutional debt limitations. Communicates and coordinates with other state agencies, private entities, charter schools, or other stakeholder, as required to ensure efficient operations of the division. Represents the State Treasurer's Office before agencies and other entities in matters pertaining to the program area as needed.

  • Maintains current knowledge of debt management policies, procedures, and statutes to ensure all recommended updates and enhancements to debt systems are in full compliance with these requirements, and recommend updates to policies and procedures, as needed. Identifies operational gaps or weaknesses and suggests area of improvement to operational procedures as needed.

    Provides solutions to address risks associated with operations oversight. Participates in the management decision-making process concerning the appropriate acquisition, management, use, and security of technology as related to the debt management systems.

  • Under supervision of the Debt director, responsible for debt closing packages and audits, and the State Debt Report. Assists the Debt Director with the State Accountability reports.

  • Works collaboratively with all team members and continuously develops and maintains a productive working relationship within the division and the STO. Fully commits in all assigned training requirements and strives to meet the goals and objectives of the assignment. Develops and monitors a documented cross-training plan to ensure trained coverage is available.

  • Serves as back-up for other positions within the Debt Management Division. Must be cross-trained in duties of the other debt staff, including the Director, in order to perform their duties when necessary or in their absence.

Minimum and Additional Requirements

Agency Minimum Qualifications*:

A Bachelor's degree in accounting, finance or business administration. At least five (5) years of progressively responsible fiscal experience directing professional accounting, auditing, banking or finance employees.

At least three (3) years of supervisory experience is preferred.

  • Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.

Additional Requirements:

Extensive knowledge of principles, theories and practices of accounting, banking, or management. Ability to assist with the planning and implementing of a complex financial management system.

Ability to interpret state statutes, rules, and regulations. Ability to plan, organize, schedule, supervise and make decisions. Ability to engage in problem-solving strategies.

Must be proficient with computers including Microsoft Office products and various software. Must be able to establish and maintain effective working relationships. Ability to communicate effectively, verbally and in writing, with staff, the public and the business community.

Must be able to lift and carry files, books and reports weighing up to 20 lbs. Must be able to sit, stand and walk for intermittent periods of time. Must be able to reach, bend and twist at the waist to perform filing, desk work and operate general office equipment.

Preferred Qualifications

Certified Public Accountant (CPA) is preferred.
