About Our Agency

The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:

Job Responsibilities

Under the limited supervision of the Finance Director, performs managerial and expert-level professional duties in accounting and finance.

  • Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement and staff development. Creates a succession plan for department supervisors. Identifies critical processes within the finance department and creates/maintains standard operating procedure (SOPs) for those processes.

  • Oversees the preparation of year-end close out reporting with the CG's Office. Ensures the closing packages meet the requirements of the state. Coordinates all audits for the Finance Division with external state and private agencies.

  • Maintains accounting records in accordance with GASB standards to be included in the State's Comprehensive Annual Financial Report (CAFR). Works with Finance Director to analyze and manage implementation of new accounting standards issued by GASB. Develops and maintains governmental financial accounting and reporting policies, procedures, and manuals. Assists staff in maintaining and accounting for records in the South Carolina Enterprise Information System (SCEIS). Responsible for all aspects of the General Ledger Department to include maintenance of the agency general ledger, financial reporting, and processing of accounting transactions.

  • Oversees the agency's capital asset ledgers.

  • Interfaces with Regional Finance Managers to ensure their performance supports agency needs. Interfaces with Regional Managers to ensure consumer funds accounting is being maintained in compliance with policy. Periodically audits balances in consumer accounts to ensure they are within the limits required by Social Security to avoid losing benefits.

  • Provides training and general assistance to the Cost Fiscal Analyst on required cost reports and the software applicable to reporting to SCDHHS. Assists the Cost Fiscal Analyst by running reports for cost and contract departments with information needed by them to perform their duties. Prepares requested financial reports for internal and external users.

  • Maintains cash flow projection and notifies the Finance Director of any concerns related to the ability to meet financial obligations.

Minimum and Additional Requirements

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.

Preferred Qualifications

Progressively responsible fiscal experience in governmental accounting. Experience with governmental financial reports. Experience managing an organizational unit within a complex financial system.

Immunization: If this position requires the applicant to work directly with DDSN consumers, a (2) step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment. All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.

State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
