Under immediate supervision, performs responsible technical work in the maintenance and preparation of complex financial records for the Real Estate Division.
Analyzes financial information and prepares reports for various departments; posts to general ledger accounts, checks balances; prepares regular financial reports and statements; verifies financial data; assembles statistical and accounting data on request; assists other departments by providing information on financial matters; processes and approves for payment a variety of bills; assists in budget preparation; assists Real Estate Administrator and performs a variety of fiscal related assignments and does related work and special projects as required and assigned.
Prepares journal entries for account postings in FMS; bills back staff time for Engineering/ Utilities/DOT projects to Finance Department; prepares cost allocations of projects for Budget Office; reconciles withholding account for General Fund/Community Development; maintains files/monthly report of acquisition/disposition of fixed assets (City-owned properties) to Finance; handles wire transfers for bid deposits, acquisition/disposition of property as well as lease payments; handles charges and reconciliation of Visa purchasing card; distributes, approves and reimburses petty cash fund; compiles data for OPEN and MWBE reports; handles encumbrance payments/balances through Purchase Orders and Provisional Receipts, handles any change orders if needed for Purchase Orders; maintains lease inventory (lessee/lessor) and monthly/annual payments (payments and deposits for City leases); maintains foreclosure inventory and closure of property; works with utility companies with property account connection/disconnection and any related property issues for the City; researches, handles and pays all property taxes for City; Researches assessments/sanitation liens for acquisition/disposition of City-owned or foreclosure property; works as backup for preparation and entry of resolutions into GRANICUS for the City Council and/or City-County Utility Commission; handles personnel and payroll matters (open enrollment, FMLA, wellness classes, etc.); enters timesheets.
Any combination of education and experience equivalent to a high school diploma, supplemented by college level courses in accounting and considerable experience in finance related activities.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of standard business accounting and bookkeeping principles and practices; knowledge of laws, ordinances and regulations governing the work; knowledge of modern office methods, practices and equipment; ability to review and prepare complex financial reports and records; ability to establish and maintain effective working relationships with other employees and the general public.
