POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The Accounting Technician position is a technical accounting and clerical position responsible for administering a variety of accounting activities and functions within the Finance Department. The Accounting Technician Payroll position focuses accounting work involving maintenance of varied municipal records and systems with the work being performed within established systems relating to payroll.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee's fluency in Spanish, Hmong, and/or Laotian.

Job Specific Every employee in this position must be able to:

  • Demonstrate considerable knowledge of basic bookkeeping and accounting principles and procedures as it relates to payroll

  • Demonstrate knowledge of and ability to use modern office practices, procedures, equipment and standard clerical techniques

  • Make complex and varied arithmetic computations and tabulations rapidly and accurately

  • Understand and carry out complex oral and written instructions

  • Maintain a filing system for payroll records, reports, and time sheets

  • Demonstrate knowledge of tax issues relating to payroll accounting

  • Demonstrate knowledge of Microsoft software packages, especially Excel and Word

  • Type a minimum of 30 words per minute

  • Demonstrate working knowledge of automated payroll and general ledger systems

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities and Tasks
1.The primary responsibilities of the accounting technician in payroll include:

  • Prepare bi-weekly payroll

  • Process changes from personnel actions for new hires, terms, rate changes, etc.

  • Make all payroll deductions

  • Calculate exceptions, changes, and corrections for deductions, pay, overtime, and tax withholding etc.

  • Submit withholding tax to proper authorities

  • Coordinate automatic deposit system with various financial institutions

  • Prepare W-2s at year-end

  • Track general leave balances

  • Check timesheets for accuracy and completeness

  • Reconcile and verify deductions and benefits

  • Generate purchase orders for all payroll payments

  • Maintaining payroll records and files
    2.Communicate and train end-users on payroll protocols and use of payroll system:

  • Answer payroll processing questions

  • Refer policy-related questions to Human Resources

  • Train employees on the automated timesheet system
    3.Perform accounting functions, as assigned, including but not limited to accounts receivable, accounts payable, payroll, and fixed assets

  • Generate, process, record, maintain, and research financial transactions and records

  • Enter data into financial and other electronic systems

  • Complete reconciliations to ensure the integrity of systems, accounts, and balances

  • Assist with regulatory filings and reporting as required by the IRS and other agencies

  • Provide end-user training

  • Process mail

  • Perform filing and maintain file repositories

  • Assist with the preparation of various memos, reports, notices and surveys

  • Provide customer service in person, by phone, via e-mail, and other effective communication channels
    4.Support administration of accounting cycles, financial audits, and budget development
    5.Utilize various software applications to perform assignments i.e., spreadsheet, word processor, data base technologies
    6.Maintain regular and punctual attendance

Other Duties and Responsibilities

Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City's discretion. This position may require working additional hours on short notice or on a designated holiday. Employees who work a designated holiday may cash out that holiday in the same pay period or use the holiday leave during the calendar year with supervisor's approval.

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Education, Experience, Skills, Formal Training, Licenses and Certifications

Required:

  • Graduation from high school or GED
  • Supplemented by additional course work and/or experience in bookkeeping, fund accounting, or clerical functions

Preferred:

  • Five (5) years payroll experience in a large, high volume organization

  • Previous governmental payroll, bookkeeping and fund accounting

  • Working knowledge of JD Edwards Enterprise One software

Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.

Physical Requirements

Work is sedentary in nature and requires sufficient physical stamina and strength for:

  • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing sometimes for extended periods

  • Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing and reaching below shoulder to store documents, material and supplies

  • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment

  • Frequent lifting, carrying, push/pulling of up to ten (10) pounds to move material and supplies; occasional lifting, pushing/pulling of up to twenty-five (25) pounds with dollies and carts

WORKING CONDITIONS

Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.

Required Materials and Equipment

Must be able to operate a keyboard, computer terminal, various printers, telephone, ten-key adding machine, fax machines, photocopy machines, folder/stuffer and other standard office equipment.

PRE-EMPLOYMENT REQUIREMENTS

  • Background checks will include employment references and criminal history and when applicable, credit check, driver's license record, education verification

  • Pre-employment drug screen

  • Must be legally entitled to work in the United States

  • A test will be given to assess the knowledge of various accounting principles and practices as it relates to payroll
