Department Mission:
Under the Department of Commerce, the mission of the Division of Employment Security (DES) is to administer the unemployment insurance system for the state of North Carolina by delivering efficient, effective and quality service.
Description of Work:
The primary purpose of the UI Accounting Section is to complete the accounting process, including the recording of the revenue and expenditures for all five of the budget codes associated with the payment of UI benefits to claimants (recently $13B) and the receipt of state UI taxes from employers (currently $700M). This includes the completion of the DES portion of the Annual Comprehensive Financial Report (ACFR), the states' financial statements.
This section is responsible for the operation and maintenance of an independent financial accounting system (FBUIAS - Finance and Budget UI Accounting System). Because of the benefit payment and tax systems that DES operates, therefore DES must interface with NCFS.
The budget codes this section is responsible for are unique and are characterized as Expendable Trusts. This section collects taxes on a daily basis, transfer funds between the state of NC and the US Treasury and draws funds from the US Treasury on a daily basis. DES is subject to the Cash Management Improvement Act (CMIA) and must prepare monthly reports and share interest with the federal government if we do not adhere to certain cash management practices. This section utilizes Automatic Standard Application for Payment (ASAP.gov) system for the draw of funds from the US Treasury for payment of UI benefits. In addition to ASAP, this section also utilizes the North Carolina Financial Management System (NCFS), the State's cash management system.
In addition to state reporting requirements, this section is also required to complete multiple monthly, quarterly, and yearly reports to the USDOL and the US Treasury. This section must also interpret all memorandum and directives from the U.S. Department of Labor, Office of Management and Budget, the North Carolina Office of State Budget and Management, State Controller, State Treasurer and State Auditor to ensure compliance.
The primary purpose of this position is to independently handle the following four areas of the UI Accounting Unit:
• Cash Management - this position is responsible for completing certain transfer activities, determining amount of daily funds needed from various sources, completing multiple reconciliations between accounts and systems, and performing the morning duties as required in NCFS.
• FBUIAS and NCAS - this position is responsible for verifying the daily revenue and expenditures are accurate in the FBUIAS system.
• Federal and State Taxes
• Federal/State Reporting and Compliance
Demonstrated working knowledge of accounting methods, procedures, and accounting practices.
Knowledge of accounting and other software.
Knowledge of basic mathematical computations.
Demonstrated work experience to understand, interpret, and apply the laws and regulations pertaining to financial records.
Demonstrated work experience to use posting, calculating, or adding machine in recording financial data or making computations.
Demonstrated work experience to prepare standard financial statements and reports.
Demonstrated work experience to identify and correct routine and recurring financial problems, referring more complex problems to a higher level.
Demonstrated work experience to present financial information clearly and concisely in oral and written form.
Demonstrated work experience to verify accounting documents and forms for accuracy and completeness.

Associate degree in accounting from an appropriately accredited institution, and two years of accounting experience; or
High school diploma or General Educational Development (GED) diploma and four years of experience in accounting work; or
Equivalent combination of education and experience.
